Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located in the Veterans' Preference and List Management Section and is responsible for determination of granting veterans’ preference to candidates, reviewing candidate residency and processing furloughs. It also consults with and advises state agencies (both headquarters and field locations) and county agencies on the policies and procedures related to the merit system employment regulations and merit system employment furloughs. The incumbent must be knowledgeable of Act 71, the Military Affairs Act, merit system employment regulations, merit system employment furlough, and all related policies, practices, and procedures. A thorough knowledge of the Merit System Employment Process Guide, the Merit System Employment Certification Procedures, and Merit System Employment Furlough Guide is required. The incumbent must have knowledge of various automated systems, which include NEOGOV, SAP, Microsoft Programs, Microsoft Teams, and using a VPN. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews documentation and determines if applicants are entitled to veterans’ preference as governed by criteria set forth in the Military Affairs Act. When applicable, indicates the veteran’s status in the NEOGOV system and adds or removes the 10 points. When necessary, contacts the applicant for additional information or clarification. Monitors and acts on the veteran’s preference report, resource account, and phone calls on a daily basis. Research/resolves problems and answers questions from requesting agencies, other Talent Management Office bureaus, and candidates concerning the veterans’ preference function. This duty is performed independently by telephone and/or in writing. Keeps current with the bargaining unit block file for specific furlough information to include bargaining units, job titles and locations. This file determines if furloughees are present who would impact normal certification activity. Processes furlough checks for requests to post positions and for hire actions. Notifies supervisor of potential positions that meet the criteria within the bargaining unit block file. Research/resolves problems and answers questions from requesting agencies, other Talent Management Office bureaus, and candidates concerning the furlough process. This duty is performed independently by telephone and/or in writing. Resolves errors or inconsistencies. This requires the incumbent to investigate each error to determine a proper solution. When necessary, contacts the agency to provide guidance on the error and suggests a resolution. Monitors error until corrected. Investigates and responds to complaints or inquiries from applicants, legislative representatives, veterans, or agencies directed to the Veterans' Preference and List Management Section. Prepares monthly and yearly reports requested by the supervisor. As requested by the supervisor, reviews and comments on merit system employment regulations, Act 71, and other policies/procedures concerning operations of the unit. Receives and completes special assignments from the supervisor. Research problems and advises supervisor on current procedures and recommended resolutions. Performs other related duties as requested by the supervisor. |
