Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is professional work of a technical and advisory nature in the Bureau of Standards, Audits, Assessments and Compliance (BSAAC), Pennsylvania Department of Corrections. This position assists in the administration of the Field Services accreditation program to ensure compliance with the standards and procedures of the American Correctional Association (ACA) standards. Additionally, this position serves as a representative at the Board of Pardons' merit reviews and public hearings. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs the full range of supervisory duties. Supervises the parole staff technicians assigned to the Bureau of Standards, Audits, Assessments and Compliance (BSAAC). Reviews staff technician work for accuracy and timeliness of merit review case preparation, communications to applicants for pending investigations and outstanding financial obligations and or warrants, case tracking on spreadsheets, preparation of Special Field Reports (SFR) and Facts of Crime (FOC) reports, submission of daily activity sheets, etc. Manages records entered in client server, processing records through CAPTOR as well as OnBase and the Board of Pardons’ CRM, requests of archived cases, and ensures fulfillment of annual Board of Pardon workflow schedules. Pardon Board Investigations: Assists with the assignment of Pardon Board investigations to Parole Auditor Supervisors/units for completion. Research/reviews applications for prior Board or Department involvement. When an applicant has a closed file, ensures auditors are provided with previously completed reports, and/or supervision materials. Assists staff in securing necessary court documents and fulfills special requests from the Board of Pardons (i.e. autopsy reports, court transcripts, out of state criminal and drivers' histories, etc.). Obtains information on registered victims/NOK from Office of Victim Advocate (OVA) for input to clemency reports. When necessary, conducts clemency investigations and completes reports that meet the policy and requirements of both the Department and the Board of Pardons. When necessary, returns the reviewed reports to the Parole Auditor Supervisors for correction. Assists staff to ensure the timely completion of reports to include review/certification of clemency reports completed by Parole Auditors and or Parole Auditor Supervisors including SFRs and or Facts of Crime (FOC) reports. Along with the Director or PM2, attends meetings with the Secretary, Board of Pardons (BoP). Coordinates with the Board of Pardons staff regarding any issues/concerns with completed Pardon Board reports that require further clarification or documentation. Represents the Department at Board of Pardon Merit Reviews and Public Hearings when needed. Accreditation: Assists in the administration of the accreditation of the Department's supervision practices and reentrant services. Works closely with senior staff and supervision management to ensure the timely and accurate collection of documentation of reentrant supervision practices, standards compliance and outcome measures. Maintains files of collected documentation used to substantiate compliance with performance-based expected practices. Provides updates to the Director or PM2 as required. Provides instruction and guidance to Department field staff regarding accreditation and inspection policies and procedures and provides training on current ACA Standards. Provides direction and assistance to Department staff in the development, implementation, interpretation and review of policy, procedure, and case processing practices of the Department. Operations (OPS) Inspections: As needed, conducts annual Operations (OPS) Inspections of field supervision units in accordance with the Agency Manual of Operations, national accreditation standards, and applicable statutes. In preparation for the OPS Inspections, reviews the previous calendar year Executive Summary report and when applicable, the inspected location’s Plan of Action (POA). At the conclusion of the OPS Inspection, provides tentative inspection findings to field supervision staff for on-the-spot corrections as well as case reviews. Prepares the Executive Summary along with input from field peer inspectors. Provides finalized case reviews and the finalized Executive Summary to the Director or PM2 for review. Makes recommendations to the Director or PM2 on methods to improve the process. Assists in maintaining the calendar year OPS Inspection calendar. Assists the Director or PM2 in the analysis of Department policies and procedures resulting from findings of OPS Inspections. Misc. Duties: Evaluates staff technician business practices to enhance efficiencies. Ensures the staff technicians' weekly production figures are submitted timely. Assists the Director or PM2 in the analysis, development, and evaluation of Department forms that will be implemented statewide. Participates in special committees as assigned by the Director or PM2. Serves as office manager in the absence of the Director or PM2 or when directed by the Director. Employees in this position may participate in the performance of subordinates’ work consistent with operational or organizational requirements. Performs other duties as assigned. |

Makes recommendations to improve the quality of reentrant supervision throughout the state. A majority of the functions of this position are performed independently. Final products are reviewed and discussed with the Director, or PM2. |
