Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Employee occupying this position is responsible and accountable for determining eligibility for financial assistance, medical assistance, food stamps and LIHEAP in accordance with federal and state mandates. Work is performed under the direct supervision of an Income Maintenance Casework Supervisor.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Employee establishes initial and ongoing eligibility by scheduling and interviewing applicants/recipients within the required time frame and securing and verifying necessary information in accordance with current policy and local procedures.

The employee explains the eligibility determination process to the applicant/recipient regarding the information required, need for verification, services available, and their rights and responsibilities.

Employee provides information and referral to community resources for clients who have identifiable problems that the agency cannot resolve.

They handle caseload management and case maintenance on an efficient and timely basis.

This will include applications, reapplications, monthly reporting, income eligibility verification (IEVS), system alerts, and action on client information.

Employee establishes controls and takes timely actions and follows established procedure for hearings and appeals.

Employee performs case maintenance by on-line data entry using a PC.
They complete required forms and files appropriately and complete narratives for clerical data entry.

Employee attends staff meetings and training sessions and participates in various training activities. Performs related work as required.

ESSENTIAL JOB FUNCTIONS:
• Frequently moves throughout an office to perform daily job functions.
• Travels to other work sites as required.
• Frequently files and transports files, work documents, etc., throughout the work site.
• Constantly operates various types of office equipment such as; but not limited to, personal computers, copy machines, fax machines, data entry devices, scanners, carts, telephones, calculators, etc.
• Constantly interacts with employees, customers and management while frequently simultaneously utilizing various computer applications.
• Constantly uses computer applications to generate written communication by utilizing forms, memos, emails, narratives, etc.
• Constantly communicates effectively, both orally and in writing, with staff, clients, and public.
• Frequently learn and appropriately apply policies, procedures and regulations pertaining to income maintenance programs.
• Constantly obtain, assemble, analyze and evaluate information to determine eligibility for income maintenance benefits.
• Frequently perform mathematical calculations to determine eligibility for various income maintenance programs.
• Frequently learn job related materials through various media and teaching methods.
• Constantly interact objectively and with sensitivity to employees, applicants, customers, management in stressful or difficult situations.
• Frequently-constantly, sitting on an adjustable chair for extended periods of time; may stand as desired.

WORK CONDITIONS
• Assigned work duties are performed in a controlled office environment.
• In Counties with District Offices, employees may be reassigned to different worksites due to operational needs. Reassignments will be made in compliance with contract language.

The position requires the application of independent decision making in the area of continuing eligibility for Cash, Medical, Food Stamps and LIHEAP.
