Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides a variety of administrative and human resource support functions to Central Office bureaus across the Department. Serves as back up for Central Office parking and security badging programs, role maintenance program and the department-wide signature authorization program.

Serves as the backup timekeeper for Central Office Highway Administration bureaus and assists with timekeeping duties for other orgs, including schedule changes, twoc coding, and sign shop time entry.

Description of Duties:

Serves as primary point of contact for the Central Office SAP Role Maintenance Program.

Manages role maintenance inbox to ensure timely processing and communication. Receives and reviews SAP role maintenance requests for Central Office organizations. Communicates with requesters and employees on action/revisions needed before request can be processed.

Submits role maintenance requests in ServiceNow. Tracks status of role maintenance requests and updates requesting organization when ticket has been completed and roles have been assigned.

Processes role removal requests and tracks roles with expiration dates to ensure compliance with TWOC assignments.

Works with SAP Power Users and other Central Office subject matter experts on updates to SAP 3C form, PennDOT Role Matrix and SAP Information Center SharePoint site.

Answers questions from requesters regarding SAP roles. Coordinates with SAP Power Users as necessary.

Assists with managing the central office parking program. Interprets and applies polices to assign spots to employees. Analyzes policies and provides recommendations for changes, updates, or new policies. Develops and implements a spot sharing program for teleworking employees. Initiates pass usage reports to determine usage and initiates spot reassignments or revocations.

Assists with managing the Department-wide Signature Authorization Program. Maintains system updates and processes authority requests and removals following policy and procedures. Files physical copies of Signature Authority requests according to the records retention policies and procedures. Communicates with the Open Records Office in the Bureau of Office Services and the Office of Chief Counsel as necessary regarding program updates.

Handles all daily and executive correspondence relating to respective programs.

Generates, researches, and monitors timekeeping error reports for select Highway Admin organizations. Researches and resolves leave and payroll issues to include those identified in reports or by employees. Handles requests or concerns from OA HR Analysts to continue pay processing and coding efforts.

Assists orgs with tracking probationary periods, completing probationary EPRs, and removing probation indicators from the employees.

Coordinates the administration of the seasonal employment and co-op programs. Tracks selected interns and works closely with OA HR on hiring and separating program employees. Works with orgs on program guidelines and procedures.

Analyzes agency processes and procedures related to submission of human resource actions. Makes recommendations to standardize amongst bureaus, improve delivery, and increase timeliness. Implements after approval from chain of command. Monitors results and recommends adjustments when needed.

Assists with monitoring the Central Office TWOC assignments. Ensures Temporary Working Out of Class (TWOC) approvals are in place for employees to be paid appropriately. Initiates TWOC requests and composes TWOC notifications addressed to approved employee(s) ensuring supervisor receives a copy. Maintains tracking spreadsheet to manage TWOC program for the county office, and notifies employee’s supervisor when close to the end of the approved TWOC period so an extension can be requested, or an end of TWOC action can be initiated. Monitors and verifies the accuracy of payroll coding and timeframe of TWOC approval.

Maintains desk manual for assigned duties.
