Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is the Program Contract Manager for Driver and Vehicle Services On-Line Messenger (OLM) Program. The Online Messengers process certain motor vehicle and driver license transactions for customers via an online connection with PennDOT. This position provides management, compliance and oversight of the OLM and other decentralized programs. This position reports to the Manager of the Online Programs in the Bureau of Motor Vehicles.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as Manager for more than 100 OLM contracts covering over 270 service centers. These OLM service centers process transactions generating approximately $50,000,000 in PennDOT revenue annually.

Serves as Manager for 12 OLM Network Manager contracts providing the complex telecommunications infrastructure to support the OLM program transactional access to PennDOT's systems. OLM service centers process approximately 1.3 million transactions annually thru these Network Managers.

Develops Decentralization Program Requirements, Requests for Applications/Proposals, agreements and contracts. The manager develops decentralized program requirements, requests for applications/proposals, contract compliance and contract renewals. Prepares contract renewals for these business partners and approvals for new business partner employee requests for system access.

Oversees the Online Messenger audit program to ensure policy and procedures are followed and contract compliance. Ensures Online Messengers follow submission of PennDOT fees and paperwork submission requirements. Prepares audit finding reports that go to the Online Messengers after the audit is conducted.

Reviews and fixes discrepancies in our Title Paper Inventory tracking for our Online Auction program.

Responsible for communications to the Online Messengers. In response to Online messenger and other related decentralized business partner program questions or issues, this position provides or facilitates the response, or prepares reports that are submitted to the manager.

Directs selection of decentralization contractors, contract and agreement negotiations, and contract renewals.

Serves on the review panel to review/approve requirements submitted by Online Dealer Auctions/Associations and Salvage Auctions for an Online Contract. Responsible for setup and the training of new employees of the Online Dealer/Salvage Auctions. Works with Bureau of Office Services to assist BOS in their responsibility for the actual contract and renewal of On-Line Dealer/Salvage Auctions.

Identifies, recommends, and develops new decentralized and privatization opportunities and pilot programs.

Develops work statements.

Manages the formulation and institution of policies and procedures to effectively administer the Decentralized Programs.

Assures contract and agreement compliance. Recommends termination of partner's contract/agreement for non-compliance.

Directs and executes extensive research into other states' decentralization and privatization activities.

Directs the expansion of current decentralized programs.

Approves all decentralized program partners' advertising and wholesale customer requests.

Plans and conducts decentralized program partner meetings

Establishes and maintains effective working relationships with other states, other state agencies, other program areas, legislative offices, and public and private sector organizations and individuals interested in and affected by the policies and activities of the Program Administration & Development Section.

Manages the review and assessment of future program needs and opportunities.

Manages the development, with Central Office & District Community Relations Coordinators, decentralization special events and other public information and public relation projects.

Manages support of all operational decentralized and privatization programs.

Prepares legislative and regulatory changes to the Vehicle Code to improve program efficiency and effectiveness.

Works with the Bureau of Support Services' Training Division to coordinate training for all new decentralized pilot programs.

Works with the Office of Information and Fiscal Services and Bureau of Infrastructure and Operations to coordinate site testing for new decentralized offices.

Develops section work plan, tasks, and initiatives.

Prepares and responds to correspondence related to decentralized programs. Provides background information on programs when needed.

Conducts site inspections of new decentralized offices and site audits of existing offices as required to ensure contract and ADA compliance.

Assists with special projects in the Online Programs Section.

Complies with Driver and Vehicle Services Customer Service Policy.

Makes individual decisions on corrective actions necessary to ensure program compliance by partners or recommends contract termination for non-compliance.

Most day-to-day activity is inherently part of the Manager’s responsibility and does not require "assigned work". Special or new assignments or changes in routine work are communicated verbally, at staff meetings, or in writing.
