Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position reports to the Administrator of the Application Development Section. The primary responsibility for this position is the development/maintenance of .NET applications in a client/server environment. The employee may have prime responsibility for limited-user PC applications. The assignments involve the development, maintenance, and upgrade of computer programs on the Public Utility Commission network, database servers, and PCs. This position works with the Office of Communications to support the PUC website. A firm knowledge of VB.Net, Visual C#, ASP.NET, and SQL 2008 is required. Knowledge of additional Web-related languages (HTML, HTML5, CSS, and JavaScript) is recommended. Knowledge of FileNet, Java, and FileNet APIs is desirable.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Confers with supervisor and users to determine problems with existing applications or operational needs and requirements of a new application. Performs the activities of project definition, and system specifications and develops user requirements for client/server systems. Provides solutions for improving operations.

As a team member assists in identifying alternative design options, including the technical feasibility of each alternative, and develops recommendations for system parameters, including proposed schedule and projected benefits for development, to bring projects to a satisfactory completion within the allocated time.

Conducts research through manuals, journals, and websites on complex programming issues to further the knowledge of automated technology as it applies to system analysis, design/development, programming, electronic data processing and computer knowledge.

Designs, develops, debugs, tests, maintains, and documents open system applications to fulfill the information needs of the Commission. This includes preparing sample test data for the analysis of input and output data from system tests and making modifications to programs and modules as per test results to ensure that user requirements are met. After system testing has been completed, submit the completed/tested application to the Supervisor for final system testing and approval before deployment to production.

Uses development tools such as Visual Studio, SQL Server Management Studio, and others to create and maintain programs and systems based on pre-set standards.
Also, assists in the creation and maintenance of reports using SQL Reporting.

Meets with users during development to demonstrate workflow functionality and to gain user feedback. Acquires screen signoffs.

Develops deployment plans to migrate from an existing system to a new system. This includes moving existing data from the old database to a newly created database, plus identifying problems with existing data, and coordinating with end-users and other IT personnel to help rectify problems/ system deficiencies before production.

Designs centralized and distributed SQL database structures consistent with organization applications, operations, and networking goals and objectives.

Interacts with Network Administrators to implement network security measures, which affect applications. This also includes the installation and maintenance of any software/hardware necessary for the efficient operation of application systems.

Writes user instructions and prepares and maintains computer operations documentation. This includes database design and structure, code, screen design, reports, user requirements, screen signoffs, project control sheets, notes on meetings, and production control procedures for application execution.

Upgrades applications and software to increase operating efficiency or adapts to new requirements and software as required by the Supervisor.

Develops application projects utilizing flowcharts and shared application development approaches.

Provides system support and maintenance by coordinating with users regarding system operations and new developments, corrections, and enhancements. Distributes user manuals and provides training to appropriate personnel on the newly developed systems as required.

Attends seminars and training classes to remain current with new products and information technology developments. Utilizes all standard and advanced techniques acquired in seminars/classes, through research and from consultants.

Participates in the development of quality assurance procedures, including data security and version control.

Monitors the effectiveness of user operations to identify and rectify problems. Maintains communication with personnel involved in the work processes to identify and resolve systems deficiencies.

Works with the Office of Communications to ensure the PUC Website follows standards that have been established and access to pages have not been compromised.

Maintains the PUC website and resolves any related issues.
