Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs inspections of all registered and licensed radiation sources to ensure facility compliance with the Pennsylvania Regulations for Radiological Health (25 PA Code, Chapters 215 - 240), 25 PA Code, Title 10 CFR, Parts 1-199 (NRC), Title 29 CFR, Part 1910 (OSHA), 21 CFR FDA Subchapter J Radiologic Health, Title 21 CFR FDA Part 1000 and FDA Mammography Quality Standards Act, as assigned by supervision. Independently conducts individual field inspections at the smaller, less complex facilities (e.g., dental, medical, veterinary, podiatric, radon, etc.). May assist senior staff on more complicated inspections such as hospitals, MQSA and accelerators. Reviews inspection findings with licensees/registrants at conclusion of inspection. Makes detailed observations and measurements that require proficiency in the use of a variety of radiation detection field instrumentation. Maintains working knowledge of the operating principles and procedures and appropriate uses of the Bureau’s many different types of radiation detection and identification equipment. Creates written inspection reports in accordance with approved procedures and regulations. All reports of inspections, investigations, consultations, surveys, etc., are submitted and reviewed by supervisor for completeness and accuracy. Identifies instances of non-compliance and recommends needed corrective actions to achieve full compliance. Assists with enforcement activities as required (e.g., drafting enforcement documents, participating in enforcement conferences, court appearances). Consults with mammography registrants on PA regulations, new equipment and technology. Routinely uses office or field computers and their associated software, such as Microsoft Office programs and health physics/radiological safety software. Maintains proficiency in utilizing the Commonwealth's computer systems (i.e., eFACTS, SAP, ESS, etc.). Under supervision responds to inquiries concerning radiation from the public or licensees/registrants. Under supervision investigates complaints and determines appropriate response. Under supervision responds to and investigates radiological incidents and reportable events. Determines nature of the incident, root cause, and corrective actions to the extent possible and coordinates appropriate response. In the event of an actual radiological emergency, shall respond to the emergency to provide radiological expertise and assistance in safeguarding public health and protecting the environment (e.g., nuclear power plants, transportation, terrorism, or national emergencies). Participates in emergency response (ER) exercises and drills, including biannual ER FEMA graded drills and rehearsal drills. Attends ER training. Assists in performing operational checks and inventories for emergency response equipment and vehicles. Consults with and advises radiation source users on proper radiation safety practices, regulations, licensure, registration, radiation safety procedures and practices (e.g. image recording, quality assurance, training requirements, personnel dosimetry, security, etc.). Consults with the public on indoor radon, evaluating levels, interpreting results, explaining hazards and health risks, and apprising of remedial actions. May also participate in meetings, seminars, and educational programs on indoor radon. Attends training courses, meetings, conferences and seminars associated with field staff duties and responsibilities as required by the supervisor, to keep current with new innovations, policies, or activities of the regulated community. May organize, conduct or otherwise participate in such courses. Follows and implements all Departmental policies and initiatives. Assists in the development of regulations, policies, procedures and technical guidance documents associated with the Radiation Protection Program. Appropriately represents DEP when communicating with federal, state and local officials, the regulated community and the public. Legally operates a motor vehicle on public roads of the Commonwealth to travel to various field sites. Travel and overnight stay may be required to accommodate work in an efficient manner, as assigned. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Evaluates compliance at facilities having licensed or registered radiation sources. Work is assigned to meet overall Radiation Protection Program requirements. Can identify radiation hazards and their relevance to laws, regulations and statutes. Work is reviewed by section supervisor or program manager for accuracy and completeness. When violations are issued, makes decisions on whether corrective actions provided are sufficient and consults on decisions regarding enforcement. During investigations/responses to significant radiological incidents, employee gathers data and information, makes measurements, and forwards this to supervisors or managers for decision-making. Work assignments are to satisfy employee performance standards as negotiated with the supervisor. Independent planning and scheduling of work is performed unless preempted by special or emergency assignments. Performance standards for this classification are developed and communicated to the employee by the supervisor. Routine evaluation of performance standards and objectives are conducted periodically by the supervisor. |
