Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The incumbent serves as Accident and Illness Prevention Analyst for the Health and Safety
Division, within the Bureau of Workers' Compensation, Department of Labor & Industry. The incumbent is responsible for a variety of technical duties to include the following. Audit accident and illness prevention programs and services provided by insurance carriers, group self-insurance funds, and self-insured employers to determine compliance with regulations governing workers' health and safety. Review annual reports to determine the adequacy of accident and illness prevention program services; conduct on-site audits; conduct on-line audits; provide technical assistance on relevant regulations and guidelines; identify insurers and self-insured employers' deficiencies; recommend corrective actions and monitor effectiveness of services and programs; prepare detailed reports and correspondence to document findings of audits; travel is necessary for on-site audits. Conduct on-site and on-line information verification of certified workplace safety committees to determine compliance with regulations.

Duties include, but are not limited to the following:

Based upon annual report information and additional contact and research, recommends, as necessary, to the Section Manager that members of the regulated parties be audited.

Conducts randomly selected or targeted on-site and on-line audits of Accident and Illness Prevention programs and services of licensed workers’ compensation insurers, individually self-insured employers and group self-insurance funds to determine compliance with Article X and Health and Safety requirements and regulations of the workers’ compensation law

Conducts on-site and on-line information verification of state-certified safety committees to determine compliance to Article X., the health and safety regulations, and the requirements for state certification.

Determines, based upon the nature of operations, whether prevention programs properly address the exposures present at the workplaces of an audited employer.

Determines based upon the configuration of the book of business of a workers’ compensation insurer whether the adequacy of insurer prevention services being maintained or provided to policyholders.

Analyzes a wide variety of health and safety related documentation and evaluates data to determine the adequacy of programs and services.

Reviews and monitors the qualifications of accident and illness prevention service providers for adherence to Department-recognized credentials and experience requirements.

Communicates the health and safety-related requirements of the law and regulations and the reporting and audit processes to the regulated parties and responds to all inquiries.

Initiates and manages the entire audit process, and evaluates information exchanged during the pre-audit, on-site, or online, and post-audit phases.

Monitors the correction of any program or service deficiencies identified during audits, and assists in the structuring correction programs.

Interacts in person, in writing and by telephone with a wide variety of corporate and loss control personnel.

Travels to sites across the Commonwealth to conduct audits and information verifications.

Composes detailed reports of audits for review by Section and Division Chief for release to audited entities.

Makes recommendations for changes to the audit process, standards, and processes.

Supports a culture of safety and service by acting as a coach and resource to
stakeholders.

Assists PATHS' Trainers with Certified Workplace Safety Committee (CWSC) required and supplementary training. Assists and supports training attendees with CWSC issues.

Fosters a culture of safety and service by serving as a coach and resource for peers and external stakeholders. Promotes knowledge-sharing, provides guidance, and advocates for safe practices to support the Division’s mission of achieving zero (0) workplace injuries and fatalities throughout the Commonwealth.

Testifies in hearing and court proceedings where final determinations are being contested.

Assists in the dissemination of information regarding report processing and audit
functions at conferences.

Performs other related duties as assigned.
