Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for processing all incoming and outgoing mail for the Department of Corrections (DOC) State Correctional Institution (SCI) Houtzdale.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

The following duties are accomplished in agreement with all applicable DOC policies, procedures, and guidelines, as well as, United States Postal Service rules and regulations.

70% Inspects, examines, and searches items, including, but not limited to: publications, magazines, or packages received through the US Postal Service, United Parcel Service, Federal Express, Dalsey Hillblom Lynn (international shipping and courier service), or other private shipping and/or courier services in an effort to detect and prevent illegal drugs, legal drugs, weapons, and other contraband from entering the facilities. Consults with supervisor regarding contraband detection, as well as, violations of DOC/US Postal regulations.

15% Retrieves mail from the US Post Office, as directed. Coordinates the safe and timely delivery of admissible items with various institutional entities, such as libraries, chapels, activities departments, etc. This is effectively completed in accordance with departmental and facility-specific policies, rules, and regulations. Delivers publications, magazines, or packages by physically carrying or utilizing mailroom equipment, such as handcarts or dollies, to transport items to points of distribution.

10% Responds timely to DC135A Inmate Request to Staff Member forms, as directed. Maintains a log of all inmate property sent to the SCIs property office. Stays abreast of changes to policies and procedures which impact mail processing and delivery. Ensures records are maintained in accordance with governing regulations.

5% Performs other related duties.

Decision Making:

The incumbent has the sole discretion to deny inbound items received from various shipping and/or courier services for reasons that may include improper address or reasonable suspicion that the item may contain contraband. Items are processed in accordance with departmental and facility policies, rules, and regulations.

The incumbent will refer the detection of contraband to the supervisor for further direction.
