Position Purpose:

The Transportation Construction Inspector Supervisor is responsible for supervision and inspection activities and project supervision over inspectors on highway construction projects involving roadway and/or bridge construction, reviewing all District Construction Unit work orders and ensure that all work order policies and procedures are followed within the Finals Unit, supervising a group of TCI’s in the Materials Unit or Supervisory duties in the Geotechnical Unit within Engineering District 12-0 to ensure all work is completed in conformance with approved construction codes, plans, standards, requirements, specifications and Quality Control Plans.

Construction Field TCIS Assignments

Supports Department Strategic Agenda by working to accomplish District Business Plan goals and objectives in daily activities. Follows up on District Business Plan action items for which this position is responsible. Develops action plans as needed.

Supports the Assistant Construction Engineer in contract scheduling and issues arising due to delays from any of the above issues.

Utilize personal computers, iPads, cell phones, calculators, copiers, and other miscellaneous office equipment to complete assigned duties and responsibilities.

Access and utilize the Department PPCC website to perform contract administration duties including uploading, downloading, reviewing, editing, approving contractor and consultant submittals in a timely and effective manner.

Access and utilize the Department ECMS website to perform contract administration duties including but not limited to the creation, submission, review, and approval of Project Site Activities, work authorizations, work orders, estimates, contract adjustments, material certifications, source of supply, DBE payments, ECMTS checklist, contractor evaluations, design surveys.

Utilize mobile applications and software packages including but not limited to Skype, Microsoft TEAMS, MCDocs, PSA app, Force Account App, CID App, MPT App, VSIR App, KEES permitting system, Sample ID App, eCAMMS, PDIF exposure report.

Administer the Employee Performance Review package in a firm, but fair manner by adequately communicating expectation through timely standards, reviews and feedback. If corrective actions are needed, institute promptly and document properly. Provide coaching and mentoring of subordinate staff to assist them in meeting goals and objectives identified in Career Development Plans.

Correctly complies and drafts documentation, work order justifications, technical reports and correspondence for construction related issues as required. Track all material certification to ensure materials incorporated into the work is certified and within specification.

Supervises the inspection of materials and workmanship for compliance with contract requirements and established standards. Complete field audit of construction records as well as as-built plans prior to turning project records into the Finals Unit. Adhere to project closeout deadlines and address all audit punch list items required to close-out and finalize project records.

Resolves or provides support in resolving issues requiring coordination with municipalities, private property and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects.

Inspects work zone traffic control signs and devices to ensure that they are placed and maintained in accordance with the Work Zone Traffic Control Plan and Publication 212, 213 or MUTCD.

Inspects the placement of materials such as cement concrete, bituminous concrete, drainage materials and all applicable materials.

Independently inspects any or all routine phases of highway construction work including checking grades, elevations and stakeout of roadway and simple to complex structures.
Provides construction project information to contractors, material suppliers, co-workers, and the public.

Makes all mathematical calculations to determine consistency of materials being used, draws sketches, note field plan changes, and maintains consolidated inspection, progress and quality control reports associated with the work being accomplished.

Reads, understands, and researches plans, drawings, cross sections, contracts, specifications, manuals, and publications as required.

Closely observes construction operations/plant operations/material testing and enforces contract requirements. Inspects all items listed in Publication 408. Notifies the Contractor of non-compliance issues and ensures corrective action is taken. Inspects the placement of materials, checks, and approves elevations, grades for structures, drainage, and roadway work.

Becomes proficient with required documentation procedures and attains a working knowledge of the ECMS and Mobile Computing documentation system. Measures and documents completed work for contractor payment purposes which requires a variety of mathematical calculations. Discusses pay quantities with the Contractor daily.

Prepares and maintains necessary documentation including mobile computing iPad Applications, PSA’s, materials book, concrete/bituminous inspection books, plant diaries, straight line charts, and as-built drawings.

Completes audit of item quantity records utilizing cross references to field survey books, field inspector's diaries, and Project Site activity reports for proper transposition of quantities and coding methods of arriving at authorized payments.

Performs basic surveying duties including operating a transit/level, reducing elevation calculations, and understanding grade/survey markers.

Conducts or observes material testing in accordance with the applicable testing procedures, completes the applicable reports and prepares sample materials for shipment and testing. Verifies that the materials to be used are approved before incorporating them into the construction project.

Assists as the Technical Reviewer for the Construction Division for the Right-To-Know Law of the Treasury Department's Contract Information System.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Interact constructively and professionally with supervisors, co-workers, subordinates, contractors, vendors, suppliers, property owners, municipalities, and the public at large to provide a positive image for PennDOT.

Function productively within winter assignment.

Participate in training to develop work skills related to construction and material inspection and other work duties within the District

Finals TCIS Assignments

An employee in this class serves as the District's Project Documentation Officer and independently performs a variety of responsible technical duties associated with the use, coordination, and control of automated and manually kept records in construction
management on all highway construction projects.

Aids Assistant Construction Engineers and Project Managers/IIC’s obtaining necessary data for work order unit cost justifications (Historical Data, Allied Contracts) and equipment rental rates for authorized extra work on projects

Utilize ECMS as applicable for reviewing, processing, and approving work orders submitted from construction projects. Work order reviews consist of assuring proper Change Type Conditions, Categories and Descriptions; correct cost justifications; mathematical accuracy and ensure compliance with Department/F.H.W.A. specifications, procedures and guidelines.

Review and approve all applicable adjustments attached to estimates submitted via ECMS.

Upon approval of Work Orders, adjustments and time extensions ensure these changes are uploaded to the Pennsylvania State Treasury Website.

Audits field project records, estimates and item quantity books to ensure proper procedures of recording and revision of cost breakdowns are being adhered to.

Audits item quantities records, utilizing cross references to field survey books, field inspectors’ diaries and Project Site Activity reports for proper
transposition of quantities and coding for methods of arriving at
calculated quantities.

Perform project record audits for completeness, uniformity, compliance, and a well-defined audit trail that meets or exceeds Department/FHWA requirements.

Serve as District ECMS Coordinator (as applicable) and Construction Unit IT Functional
Coordinator. Aid in administrating the PennDOT Project Collaboration Center on behalf of the Construction Unit.

Operates personal/mainframe computer and printers, scanner, digitizers, various copy machines, fax machines, calculators, etc. Must possess workable knowledge of ECMS, ECS, ESS and PPCC programs and documents, Microsoft Office Suite and Mobile Computing documentation system. Perform audits of completed Local Projects records when assigned.

Material TCIS Assignments

Reports directly to the Assistant District Materials Manager and supervises a group of Transportation Construction Inspectors who are responsible for testing and controlling construction and maintenance materials.
Directs all work associated with inspecting, testing, and controlling all Bituminous Concrete, Portland Cement Concrete, aggregates, anti-skid, salt, liquid asphalt and other materials used in Construction or Maintenance activities. Is responsible for the corresponding documentation of inspection and testing procedures and results. Investigates all rejected materials and quality assurance major deviations for the Materials Unit and prepares reports and action plans to deal with these deficiencies.
Participates in the review and approval of mix designs for bituminous concrete, Portland cement concrete, seal coats and surface treatments. Frequently communicates with vendors, designers, consultants, and construction managers on technical issues relating to materials specifications and the use of materials on PENNDOT projects. Reviews and responds to requests from contractors to use specific materials or sources of supply. Provides reports and recommendations to the Districts Materials Manager and Assistant District Materials Manager.
Often called upon to train, instruct and direct other personnel in materials duties as required. Functions as a Materials Unit Quality Assurance Inspector responsible for several locations within the geographic area of District 12 and on occasion various sources in nearby bordering states. Performs project certification reviews to assure materials used are from approved sources and are tested as required.
Plans and organizes work, assigns work, determines workflow, and reviews work performance of Materials Unit subordinates. Prepares, reviews and signs employee performance evaluations. Receives grievances and complaints, conducts initial investigations into causes of said grievances/complaints, discusses with employees and resolves or recommends solutions. Reviews and acts upon requests for leave and reviews and signs payrolls.
Witnesses, performs, or delegates, when required, all sampling and testing of materials relating to gradations, compaction control, specific gravities, absorptions, air entrainment, slump and any related sampling and testing that may be required at a plant, on the project site or at aggregate sources. Assures all materials conform to contract agreements, design criteria and department specifications. Maintains all records pertaining to above responsibilities and prepares routine reports on tests performed.
Geotechnical TCIS Assignments

Determines geological and engineering properties of soils and rock encountered during core boring operations, determines moisture content, consistency of density of soil samples, classifies and determines top and bottom elevations of soil samples from core borings.

Determines rock type, rock quality designation, strength of rock, degree of brokenness and weathering characteristics of rock core samples. Ensures that core samples are handled properly and are boxed in accordance with Department specifications. Maintains engineer¡¦s log of core boring activities.

Reviews and prepares documentation to authorize payments to contractors and consultants.

Supervises personnel who operate nuclear gauges and perform compaction control inspection on state and municipal projects.

Construction Field, Geotechnical, Materials, and Finals TCIS Assignments

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Attends environmental training as required.

Travel to field sites as required.

Construction Field TCIS Assignments

Supervise the inspection of materials and workmanship for compliance with contract requirements and established standards. Review inspectors' activities during work operations to assure effectiveness.
Use acquired knowledge and background to resolve minor issues that normally arise on construction projects involving construction, plan, surveying, or fabricating errors, omissions, or changes due to field conditions. Resolves or provides support in resolving issues requiring coordination with municipalities, private property and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects.

Finals TCIS Assignments

Determine that work order explanations, justifications and contract adjustments are compliant with current policies and procedures.
Determine that project documentation audits performed comply with all Department/F.H.W.A. policies and procedures. When conducting interim and or final audits make decisions regarding documentation compliance. Identify errors and notify IIC via punch list of any found discrepancies and ensure proper corrections are incorporated.

Material TCIS Assignments

Makes interpretations related to construction plans, specifications, contracts, standards, special provisions, test methods, ASTM’s, AASHTO’s and ACI’s on highway and bridge projects and maintenance operations pertaining to the materials that will be incorporated into state work and relays these interpretations to contractors, consultants, suppliers, district construction staff, materials staff and maintenance personnel. This includes making decisions on whether contractors and suppliers work is in compliance with department specifications and test methods. Decides when these issues can be resolved at the TCIS level and when they need to be escalated to the Assistant District Materials Manager or the District Materials Manager for their interpretation.
Makes day to day staffing decisions for the materials inspection staff such as assignment of personnel to various operations and work assignments, determination of the need for overtime to be worked, evaluation of effectiveness of subordinate inspection personnel, reviews and approves documentation prepared by Materials Unit personnel and provides or recommends training as necessary to assure inspection quality and promote employee development.
Reviews plant quality control plans in accordance with applicable state publications and specifications and makes decisions as to whether the submittals are in compliance with department procedures.
Geotechnical TCIS Assignments

Decides on the work schedules for all subordinate employees. Decides on when lab testing should be done in District 12-0's Soils Lab. Makes decisions if compaction test results meet specification requirements. Makes decisions if proctor test values have met requirements of the PTM 106 Method B. Coordinates and administers the District Service Purchase Drilling Contract. Decides where to inventory corebox shipments and determines which project core boxes can be disposed of in accordance with Department policies. Has authority to move structure borings five feet without prior approval and slide or roadway borings ten feet without prior approval. Has authority to confirm and make necessary adjustments to the Drilling Contractors Traffic Control in accordance with PUB 213. Determines pay quantities for daily drilling operations. Immediately reports unforeseen difficulties or unusual circumstances to the Geotechnical Unit for consideration. Makes routine decisions based on PUB 408 when inspecting compaction control, slide repairs, or coal mine damage repairs
