Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A.Perform specialized activities and field operations for PennDOT's Location Reference System (LRS) Maintenance and Quality Assurance (QA) Programs in accordance with management objectives and PennDOT policies and procedures. 1.Perform the collection, analysis, and statistical interpretation of statewide data for LRS, and for the implementation of LRS related work procedures. 2.Responsible for the overall operation of the LRS van and the performance of related specialized work involving the collection and interpretation of highway feature location information using sophisticated electronic instruments and a vehicle mounted computer system. 3.Apply LRS Technical Manual data collection procedures to collect, verify and edit RMS feature location data referenced by State Route (SR), segment, offset. 4.Perform specialized work to ensure the accuracy of Engineering District generated RMS feature locations and provide results to be reported to the Engineering Districts. 5.Determine the manner and method of performing field work assignments and resolve testing problems as they are encountered in the field. Lead peers and lower-level technicians in processing field data to ensure compliance with established procedures, and check computer file configurations for data integrity. 6.Perform the routine cleaning of test vehicles and related equipment. Move vehicles in/out of wash bay, operate steam jenny, wash vehicles, operate vacuum cleaner, and perform other related tasks. B. Act as liaison, technical expert, and source of information regarding LRS, and data interpretation to management, other PennDOT personnel, other agencies, industry representatives, and the general public. 1.Conduct research activities of various LRS related equipment to develop, verify, and implement work standards used in PennDOT’s Roadway Management Programs. Assist in research projects involving LRS van operations and perform field testing of new procedures and equipment. 2.Lead peers and lower-level technicians in the reduction, analysis, and statistical interpretation of LRS raw data. Interpret feature LRS information, and update or correct the appropriate mainframe and/or microcomputer files as necessary. 3.Review work of peers and lower-level technicians to ensure LRS data is in the proper format for computer input, and review output data to identify reasons for program problems. 4.Assist in demonstrating LRS van operations and provide guidance to support the use and understanding of LRS to PennDOT personnel, other agencies, and visiting dignitaries. 5.Make field visits as required to assist Engineering District personnel with LRS procedures and to resolve unusual situations. Establish and maintain effective liaison with all Engineering District and Central Office RMS Coordinators. 6.As Unit priorities require, serve as a team member for roughness, friction, structural, and other field testing. C. Perform activities for PennDOT's “Automated Data Collection, Inventory and Analysis of Pavement Distress” (Videologging) Program in accordance with management objectives, PennDOT policies and procedures, American Society for Testing and Materials (ASTM) standards, and American Association of State Highway and Transportation Officials (AASHTO) specifications. 1.Evaluate and rate pavement conditions and location of Vendor data from the QA images according to the QA policies and procedures. D. Safety 1.Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2.Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3.Immediately report to your supervisor any incident, unsafe practice, or near miss. 4.When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. E. Follow PennDOT and Bureau policies, expectations, goals, and objectives. 1.Maintain good working relationships with Engineering District and County personnel, co-workers, supervisors, vendors, and the general public. 2.Schedule and/or attend necessary meetings with other PennDOT personnel and management, or other non-PennDOT personnel, concerning unit issues, personnel, programs, or concerns, as well as other Division/Bureau/Section/Unit issues. 3.Attend scheduled staff meetings. Report concerns, needs and accomplishments. Determine direction, policies, expectations, goals, objectives, etc. of unit. 4.Exhibit good work ethics by adhering to all time and attendance policies, as well as safety rules and regulations. 5.Participate in at least one training course, session, etc. to learn and/or implement relevant operations, procedures, and/or techniques. 6.Performs other miscellaneous related duties as required. F. Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. G. Fair Labor Standards Act: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
