Position Purpose:

The Roadway Program Manager is a managerial position assigned to an Engineering District in roadway programs. This employee has a supporting responsibility to the maintenance of the district’s highway and bridge system and supervises roadway program staff responsible for the Plant Maintenance System (PM), Procurement, Supplier Relationship Management (SRM), and SAP Systems.

This is accomplished through the review, analysis, and development of maintenance operations in accordance with the policies and procedures of PM as well as Procurement policy. While working with the Engineering District and counties attached to the district by assisting in their daily activities of planning, scheduling, budgeting, and implementing of work operations in accordance with the PM and SAP Systems.

Description of Duties:

Plans, directs, supervises and administers all duties related to Roadway Programs.

As District Roadway Programs Manager, will provide the support necessary to assist county organizations by performing a variety of advanced technical and supervisory duties associated with the development, analysis and coordination of the county Plant Maintenance System (PM), the county PM/Supplier Relationship Management (SRM) materials, and SAP fiscal and budgeting systems.

Effectively communicates with and/or directs, as necessary, personnel in the counties working with PM and SAP in the implementation of system procedures and assists counties in their daily planning, budgeting, and scheduling of work programs usage so proper planning can be maintained.

Monitors and analyzes the application of personnel, equipment and materials in field maintenance operations to gather information such as work units completed, man-hours spent, equipment utilization, and materials in order to ensure standards of the system are properly utilized or to identify inconsistencies. Reviews and monitors data integrity reports and may use the same information to revise, recommend, or to establish new work procedures, through the ADE-Maintenance.

Provides “Customer Service” as required through output data from PM, SRM, and SAP to identify and control problems and develop recommendations to improve processes at the county and district level; submit recommendations to central office to revise and improve system procedures.

Establishes guidelines and controls for coordinating the PM, SRM, and SAP systems at the district level, reviews contracts to be utilized by the Department which have an effect on PM and SAP to ensure such agreements do not adversely affect any of the counties. Instructs counties in implementing new procedures to be applied in PM and SAP systems; visits counties to review program effectiveness and investigates problems in PM; and performs other related duties as required.

Serves as the lead manager for inventory in the district by ensuring regular reports and audits are fulfilled according to policy and supporting counties with guidance on meeting inventory management requirements.

Recognizing that everyone is involved in the District’s Actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, takes an active role in supporting the efforts of managers, supervisors, and other employees to meet these objectives.

Attends environmental training designated for this Working Title.

Plans, organizes, assigns work, determines workflow and prioritizes and reviews work performance of subordinates.

Performs managerial duties surrounding subordinate staff that may include, but are not limited to arranging position descriptions, employee performance reviews, employee accident and injury reports, corrective action and discipline procedures, assignment of employee training, succession planning and filling vacant positions and acknowledges and understands policies and procedures regarding these duties.

Succession planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

1. Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review.

Fair Labor Standards Act (FLSA):

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work-i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.


Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Reviews output data from PM, Business Warehouse (BW), and RMS to identify control problems and develops recommendations to Improve systems at the District and County level; submits recommendations to Central Office to revise and improve system procedures.

Analyze the applications of labor, equipment and materials to monitor productivity, production, and cost, and reviews output from the system to identify and control inconsistencies or problems at the District and County level.

Supervises subordinate personnel involved in directing the counties in the proper utilization and control of PM Materials management and procurement and assists in the coordination of PM Equipment Management to establish guidelines and controls for coordinating both sub-systems at the District level; reviews contracts and purchase orders to be utilized by the Department which have an effect on Maintenance to ensure such orders and agreements do not adversely affect any of the counties in the assigned District.

Directs and participates in various studies of PM at the District and county level and prepares related detailed reports.

Directs personnel in the counties in working with the Maintenance portion of the District’s Annual Four-Year Plan.

Visits counties to review and monitor program and systems effectiveness and investigates problems of all systems and other related duties as required.

Supervise subordinate staff administering the District’s Tort and Claims programs.
Serve on and/or lead statewide and/or District taskforces and reengineering efforts with the goal of improving Maintenance operations. Past and current efforts have included roadway widening programs, gravel road maintenance and update, winter services and materials.

Monitor District Maintenance-related Safety Focus Area’s and dashboard goals.

Assist counties in testing and deploying winter materials efficiently while improving customer satisfaction.

Perform other related duties.
