Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position will provide support to the PA Insurance Department Office of Chief Counsel, Bureau of Medical Care Reduction of Error Fund (Mcare) and Office of Liquidations, Rehabilitation and Special Funds (OLRSF) legal offices working directly with the Office Manager and Department Counsel to fulfill all operational requirements with the Office of Chief Counsel. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists in preparing and drafting procurement vehicles (e.g., RFP’s, RFQ’s, RFI’s, ITQ’s) and other procurement and contracting documents in conjunction with Department Counsel and program staff. Assists with managing outside law firm contract process. Assures prompt handling, execution and completion of the contracting process. This includes the processing of all related agreements and contractual amendments and preparing periodic reports regarding these services. Tracks and assists in the management of deadlines for all bureau contracting processes, including assisting in generation of purchase orders and other purchasing documents. Reviews, analyzes and develops program policies and operating procedures. Initiative and independent judgment is exercised within a broad framework of existing laws and policies. Reviews Right-to-Know responsive records and aids in drafting responses for Mcare and OLRSF. Assists attorneys with all aspects of an administrative proceeding and/or civil case including trial or other hearings; self-sufficiently performs legal research, analyzes legal issues; prepares legal memoranda for attorney review; prepares initial drafts of pleadings, correspondence and discovery requests; prepares exhibits and assist attorneys in administrative hearings. Responsible for: finalizing court documents for quality control; ensuring compliance with all applicable court rules and procedures; filing documents with the court or other tribunal either through the PACfile system, mail, or hand-delivery; ensuring applicable service to all parties. Handles sensitive and confidential matters consistent with attorney-client privilege. Maintains and creates databases for deputate. Reviews correspondence, news sources, technical literature, and departmental activities, and informs superior of significant developments and problems. Performs other administrative duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Prepares recommendations and justifications for changes in policy and new operating procedures for Office of Chief Counsel operations. Comprehend program goals, objectives and operations and relate these to administrative analysis. Responds to non-routine questions posed by the public or internal department personnel. If necessary, forwards the request and proposed response to the Chief Counsel or Department Counsel for review and approval. Reviews files and provides support and recommendations to Department Counsel with regard to compliance with or violation of insurance laws and regulations. Work is performed with minimal supervision. |
