Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Maintains PCCD’s grantee risk classification system in Egrants. This includes updating the risk classification of all grantees annually and as necessary. Makes adjustments to the risk classification system as necessary to ensure an accurate evaluation of risk posed by grantee agencies. Oversees financial monitoring of grantees. Provides direction on monitoring policies and procedures to staff. Makes decisions and recommendations on appropriate remedies to monitoring findings. Responsible for the development, implementation and monitoring of grant related internal controls. This work includes monitoring, assessing and responding to reports of grant related fraud, waste and abuse. Responsible for coordinating with external auditors related to the testing of grant expenditures. Ensures that grantees are monitored according to PCCD’s applicable monitoring policies and procedures. Maintains financial monitoring procedures in line with federal, state and PCCD monitoring policies. Evaluates and makes recommendations for PCCD agency-wide monitoring policies and procedures. Develops and maintains financial monitoring policies and procedures. Coordinates on-site financial monitoring of subrecipients. Reviews and approves monitoring and audit reports submitted by staff. Oversees the review, analysis and closeout of Single Audit reports prepared by independent auditors in compliance with 2 CFR 200 of subgrants awarded by the PCCD to units of local governments, non-profit organizations and institutions of higher education. Ensures that PCCD is in compliance with policies and procedures which require: • The Management Letter, findings and the Schedule of Expenditure of Federal Awards are analyzed for completeness, accuracy and compliance with rules and regulations. • Correspondence is prepared notifying the subgrantee of the acceptability of the audit report, to obtain additional supporting documentation. • Request the return of unexpended funds where appropriate. Drafts, approves and signs audit reports sent to subrecipients. Develops grants financial training for virtual and in-person trainings for subrecipients. Trainings include all aspect of grants financial management from application to post-award and through close-out. Develops grants financial training for PCCD staff. Develops online documentation for use by subrecipients to assist in the submission of grant applications, reports, modification requests, responses to monitoring requests and any other documentation that may be useful to subrecipients. Develops online documentation for use by PCCD staff to assist in the use of PCCD’s Egrants system while reviewing or entering grant applications, reports, modification requests, monitoring events and any other documentation that may be useful to PCCD staff. Develops and maintains PCCD financial policies and procedures and all other grants compliance documentation. This includes, but is not limited to, PCCD’s Applicant’s Manual, standard subgrant conditions, required Egrants conditions used by subrecipients to ensure compliance with federal award conditions. Responsible for developing procedure manuals for PCCD for grant-related tasks to include step-by-step instructions necessary to complete the tasks. Attends all PCCD advisory committee meetings and any necessary subcommittee meetings. Provides advice and technical assistance to the subcommittee members, PCCD office directors and program managers. Ensures the workload is responsibly and equitably distributed among assigned staff General Provide input on monitoring, and audit issues to PCCD executive staff Provide financial assistance and guidance to subgrantees in all areas related to Grants Management. Provide assistance to PCCD auditors and CPA’s regarding audit issues as necessary. Responsible for the review and approval of grant applications as needed. Perform other duties as required. |
