Work involves planning and organizing work, assigning work, reviewing work performance, evaluating employee performance, reviewing and answering grievances and approving leave. Assignments require independent judgment and making technical decisions. Work is assigned with general instructions and specific objectives by a technical supervisor who reviews work for results obtained. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises the overall process involved with Highway Occupancy Permits in Blair/Bedford/Huntingdon/Fulton Counties and Bonded Roads Permits for District 9. Responsible for supervising the Posted/Bonded Road Program, including Marcellus Shale posted/bonded road permits. Ensures permit programs are consistent with Department goals and objectives by organizing, directing, planning, and coordinating the strategic efforts of all permit programs, customer needs and expectations, sound management practices and principles. Controls the quality and efficiency of Permit Unit activities, including application reviews and addresses the resolution of permittee problems as they arise. Serves as a point of contact for all occupancy permit applicants. Assists in the coordination of the review of complex or critical permit application submissions with District and/or Central Office personnel which participate in the approval process. Responsible for managing District, County and Consultant permit personnel to ensure application processing and permit construction inspection are in accordance with Laws, Department Regulations, policies, procedures, and construction specifications. Determines whether security is required based on the nature and scope of the proposed work. Determines security amounts based on potential restoration requirements, engineering cost estimates. Determines form of security (i.e., bank letter of credit performance, bond, escrow account, certified check, or security agreement) based upon essential transactional requirements. Reviews certificates of insurance and insurance policy endorsements to verify insurance on permitted projects as warranted. Provides permit program information to applicants, consultants, and other interested persons. Assists the District Permit Manager. Provides training and guidance to subordinates in areas of knowledge transfer, mentoring, certifications, construction practices, new technologies, and cross training. Provides good communications to both internal and external customers and provides precise expectations of subordinates. Provides direction and allocation of necessary administrative support services, human and technical resources necessary to permit the efficient and effective discharge of the assigned permits program activities. Conducts periodic training/management meetings with County Permit Managers and Inspectors. Supports and encourages all employees to participate actively in quality improvement efforts, recommending and implementing new initiatives, reorganizing, and redesigning existing functions to eliminate unproductive, inefficient, or redundant operations and to foster a sense of ownership and pride in both group and individual work results. Completes assigned work in the form of programs or objectives and self-reviews it in progress and/or upon completion for acceptability and conformance with established criteria. Develops and maintains effective working relationships with the Department, other agencies, public officials, appropriate interest groups, and the general public. Performs full range of supervisory duties including Plans, organizes, assigns work, determines workflow, and prioritizes and reviews work performance of subordinates. Prepares, discusses, and signs job descriptions and employee performance reviews (EPRs). Approves/disapproves payroll and leave requests. Follows accident and work comp procedures. Interprets rules and regulations, policies and procedures, standards and objectives of program functions, Department and Commonwealth directives to subordinates. Initiates corrective action for minor misconduct by subordinates. Works with Employee Relations Coordinator on when corrective disciplinary action is needed and when grievances or complaints are filed. Evaluates the training needs of subordinates and trains and/or requests further training for subordinates. Participates in the interview and selection process. Department Green Plan Policy For all Construction inspection employees, managers, and supervisors and Maintenance employees, managers, and supervisors. Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Rank and File Employees: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. Managers and Supervisors: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. All other duties as assigned. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Safety: 1.Assess your environment and be responsible for your safety, the safety of co- workers, and the public. 2.Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3.Immediately report to your supervisor any incident, unsafe practice, or near miss. 4.When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5.Evaluate the contractor’s operations: •Immediately stop any unsafe actions. •Engage in an ongoing safety dialogue with the contractor’s leadership. 6.Promote a CULTURE that emphasizes SAFETY as a core value: •Immediately stop any unsafe actions. •Incorporate safety into all discussions, deliberations, and decisions. •Continuously communicate the safety direction. •Inspire employees to be a MODEL for safety. •Encourage and support safety initiatives and programs by participating and involving your staff. •Recognize safety daily. •Acknowledge EXTRAORDINARY achievements. •Learn and improve through After-Action Reviews (AARs). •Enforce accountability. |
