Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs entry-level work assisting in the overall administration of the grant programs within the Center for Business Financing, Grants Office, Site Development Office, and/or Center for Community Enhancement.

Description of Duties:

This position serves as a project account manager. The duties for this position including reviewing, evaluating and making an initial approval/disapproval recommendation of program applications to a Division Director any of the programs within the Grants Office, Site Development Office or Center for Community Enhancement, which may include the Pennsylvania Strategic Investments To Enhance Sites (PA SITES), Pennsylvania First Program, Multimodal Transportation Fund Program, Main Street Matters Program, Act 13 Programs, Local Share Account Programs, PA Small Water & Sewer, or other CFA Programs.

Routinely assists in the review and recommendation of program applications and letters of intent where greater analysis to recommend approval/disapproval is necessary because the project falls outside stated eligibility guideline parameters.

Requests additional information from applicants to fully evaluate and meet eligibility requirements.

Monitors and provides technical assistance to a variety of internal and external customers.

Responds to inquiries from applicants/program fund recipients.

Prepares and distributes a variety of contract documents and appendices for the office programs.

Reviews and approves payment request forms and supporting documentation for eligibility of costs within established program guidelines, with assistance.

Assists in the review of project audits for compliance with individual program requirements and initiate appropriate corrective action.

Prepares and maintains a complete list of open/active projects for regular follow-up and review.

Reviews and recommends revisions/updates to program guidelines and materials to the Division Director.

Recommends program and process improvements to enhance and/or streamline all internal program procedures, etc.

Participates in site tours and meetings to discuss funding options for prospective/current projects.

Participates in public presentations on the CFA programs to a variety of audiences.

Prepares progress/accomplishment reports as requested by a variety of internal and external customers.

Inputs, maintains, and retrieves data and reports from program specific databases including Program Office Tracking as well as Single Application for Assistance.

Perform other related duties as requested.

Makes an initial recommendation on program applications for eligibility under established guidelines.

Analyzes data and summarizes data for a variety of purposes.

Provides technical assistance and advice to program applicants and awardees in the preparation of various types of documentation.

Responds to inquiries for program information from a variety of audiences and sources.

Prepares all aspects of contract documents for signatures and distribution.
