Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as agency’s primary liaison with the public by providing efficient and customer-friendly information and support for the programs and services provided by and administered by DCED to include providing technical assistance of the funding and application process. The position is responsible for the administration of the agency’s electronic single application process for all economic and community development financing programs within the Department.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as the primary point-of-contact providing applicants, and customers with technical assistance and guidance in completing and submitting applications via the internet.

Responsible for providing technical assistance via telephone or correspondence to businesses; community organizations; local, state, and federal governments; and individuals on DCED’s programs and services.

Provides assistance with the completion of the Electronic Single Application (ESA), answering questions relative to all DCED programs, evaluating applications to ensure criteria is met, providing advice, assessing the funding needs of the applicant, and assigning the application to the appropriate office to manage and process the request.

Reviews and assigns ESA (eGrants) for Assistance to determine funding eligibility based on factors such as location of project site, type of enterprise, how the assistance will be used, existing job information, project budget, basis of costs, project narrative, and certification. Determines through analysis if an application needs additional information, more in-depth technical assistance from the Department’s regional or central offices or is to be rejected. Rejected applications require an explanation to the customer outlining the rejection issues. Works closely with the applicant in resolving questionable issues and conducts research to find answers.

Provides recommendations for program and/or application changes to supervisor and assists with the implementation of new processes, procedures, and application adjustments to accommodate and continuously streamline the ESA processes.

Receives and responds to daily electronic requests for information and can successfully navigate Microsoft TEAMS or other messaging applications made available.

Performs public liaison duties with civic, business, other government agencies and programs, community organizations and business groups to explain the Single Application for Assistance availability and qualification standards.

Establishes and maintains effective working relationships with economic development organizations, other state agencies, businesses, public, and DCED executive and Program staff.

Maintains extensive and detailed knowledge of all DCED’s grant, and loan programs to perform initial application reviews and provide technical assistance to customers.

Additional technical assistance provided to customers and grant recipients includes reviewing grant proposals submitted by applicants to evaluate for project eligibility and consistency with state priorities and program guidelines. Provides guidance to customers aimed at improving the competitiveness of applications.

Assists with the development and maintenance of an electronic database for monitoring workflow and processes, and analyzing trends associated with the Single Application process. Identify and resolve problems that applicants may have with the ESA for Assistance. Determines if the problem is user error, application error or a more serious IT issue.

May compile information and prepare comprehensive reports of findings regarding Departmental inquiries, application status, request for assistance by funding type, regional projects, or any form of request from the Department, associations, local governments, the legislature, or other state agencies pertaining to Department assistance requested and provided for use in program planning.

Responsible for establishing first contact with visitors at the DCED Front Desk, while maintaining a general knowledge and awareness of on-site meetings taking place.

Responsible for ensuring security protocols are adhered to at the front desk with outside customers coming in to meet in the Keystone Building 4th Floor offices, utilizing visitor badges, visitor log, and the digital meeting request form.

Ensures adherence to administrative standards for the DCED Front Desk though maintenance of current systems and procedures in place; to include the collection and review of all Customer Service Center mail and to distribute accordingly to the correct area of the agency.

Work is performed with considerable independence. Completed work is reviewed by the supervisor to ensure it is in conformance with established policies and procedures.
