Supervisory position specializing in the operation, maintenance, repair and installation of HVAC and refrigeration systems and devices. Provides heating and cooling to the Farm Show Complex using gas-fired hot water boilers, gas-fired hot air systems, heat pump and chilled water systems and DX air conditioning systems accessed manually or through the HVAC BAS computer controls. Oversees Refrigeration Mechanics, Trainees, Technicians and Specialists. Heating season; 24/7 coverage with shift rotation as needed. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Perform all supervisory duties and work independently. Supervise and participate in skilled, technical, and specialized mechanical trade functions as related to the trade. Performs all supervisory duties. Maintains knowledge of regulations and codes critical to the maintenance, repair, and installation of HVAC and refrigeration systems; and communicates relevant information to subordinates. Assign, schedule and supervise individuals involved in the operation, maintenance, repair and installation of HVAC and refrigeration systems and related devices based on show and facility needs. Individuals may include semi-skilled and unskilled U.P.O.I., U.P.O.I.I and U.P.H. employees. Plans, delivers, and oversees the mechanical and BAS technical training of HVAC Refrigeration trades and maintenance positions. Schedules and monitors orientation and on the job training for new subordinates in the safe and efficient operation of equipment and BA systems. Ensures equipment knowledge transfer to mechanical staff from contractors or manufacturers after new equipment installations; evaluates staff on material learned and retrains if necessary. Researches and recommends replacement HVAC and refrigeration units and systems based on building and environmental needs, including the people and animals that utilize the facility. Recommend procedures, methods, tools, equipment and technology to accomplish work. Maintain inventory of parts, equipment and tools. Maintain documentation on BAS and reports. Reads gauges, charts and computer program information and determines by interpretation of this information any changes that need to be made to provide safe and efficient operation of the heating or cooling systems during his assigned shift. Assure proper testing is completed on a regular basis. Adjust chemicals to maintain proper levels according to pre-established guidelines and previous skill development. Supervise and/or complete testing of closed loop heating systems, closed loop chilled water systems and cooling tower water systems. Supervises and analyzes building environmental control problems, such as temperature, humidity, static pressure, air flows, noise, and air quality, and recommends solutions. Monitors CO2 and other gases that are emitted in the facility during events. Supervise and assist in housekeeping and safety tasks to assure a strict routine is completed and a safe environment is provided. Assist with and supervise a preventative maintenance program under the supervision of superior management. This work will involve assisting and directing employees in task completion. Operate all equipment and motorized vehicles on an as needed basis 24 hours per day, 7 days per week according to scheduling needs. Make recommendations for changes in operations to provide for a safer and more efficient utility plant operation as well as those it effects within the facility. Provide technical support to the BSL-3 Vet Lab when necessary. Read and interpret blueprints, schematics, floorplans and stalling layouts. Establish and maintain effective working relationships with co-workers, promoters, clients, exhibitors and the public. Communicates effectively orally and in writing. Performs related duties as required. Demonstrate a commitment to meeting and exceeding expectations of the bureau/program's customer at all times. Makes decisions pertaining to the safe and efficient operation of all utility plant equipment on an as needed basis. Decides course of action to be taken as situations arise involving malfunctioning equipment and implements plan. Assign work to subordinates. As possible emergency situations arise throughout the work period assignments are necessarily changed. Supervision is conducted on an ongoing basis according to how efficiently and successfully assignments are completed by staff. Supervise staff on an ongoing basis by observing the completion and quality of assigned work. Work assigned is done according to classification and employee proficiency. All work completed in the Utility Plant Operation is the ultimate responsibility of the Supervisor. Continual supervision is completed on a daily and weekly basis. Assignments are given according to mastery of position responsibilities. Constant scrutiny is performed to assure mastery of necessary skills and safety of all building occupants. Semi-annual and annual performance evaluations are completed in accordance with Commonwealth Employee Evaluation Policy. |
