Position Purpose:

The District Bridge Maintenance Coordinator position monitors, prioritizes, and develops solutions for the maintenance of bridges in the District for the Maintenance Division.


Applies engineering practices and principles to make sound decisions and judgements related to the completion of work assignments. Employee in this class is responsible for the direction of all phases of seasonal bridge maintenance. Work involves providing support and guidance to the county bridge maintenance crews engaged in specialized and general bridge maintenance. Those activities include, but not limited to, planning, scheduling, overseeing designs and plan development, material ordering, obtaining clearances, and directing bridge maintenance field work.

Description of Duties:

As Bridge Maintenance Coordinator, provides support necessary to assist county organizations by overseeing and managing activities involved in the Bridge Maintenance Program within established time frames and available resources.

Applies sound engineering practices and principles while managing moderately complex and multiple construction projects or phases of complex projects. Applies engineering judgement analyzing, advising, and supervising an assignment from its inception to completion in a professional, timely, cost effective, and safe manner. 

Uses sound engineering judgement and practices to recommend safety improvements for inclusion in construction projects.

Uses engineering knowledge to assist with necessary changes to the original design and assists the designers to develop solutions to resolve issues.

This includes annual preparing and developing the Bridge Maintenance and Replacement Program for each of the counties in District 9-0. This is done by analyzing information, establishing a list of bridge repair projects for consideration during the next summer construction season, providing a description of repairs, material estimates, costs, and equipment required; then conducting annual County Bridge Repair Program meetings by March 1st to discuss projects to be completed and their priority.

During the design process for bridge repairs, the duties require; working with the District Traffic Unit on proposed detours and bridge closings, obtaining needed D.E.P. permits, obtaining right-of-way and environmental clearances, notifying Soil Conservation and Fish Commission office of planned work, working with county personnel on obtaining materials needed for projects and project scheduling, and working with counties on obtaining specialized equipment and the transferring of equipment from county to county as required. Also, requesting from the Bridge Unit any needed plans and sketches to complete project repairs. Finally, will track the delivery status of vendor bid material (i.e. beams and boxes) to ensure they are on site at the prescribed date in the contract.

During the construction season, the duties require providing technical assistance to the counties by; interpreting structural repair drawings from Bridge Unit, acting as field supervisor for more complex projects requiring extensive forming or fabrication, inspecting projects as work progresses to insure work is performed in accordance with specifications and provisions of project, providing feedback from County Maintenance crews to District Bridge Design Unit, informing District Bridge Unit of final inspection on completed projects and insuring that all notes of final inspection are corrected, and finally recording and providing cost data and as built plans for the District Bridge Unit on completed projects.

At any given time, insures emergency repairs are handled promptly by county crews.

Works with Bridge Unit on salvaging material from contract bridge projects to be used by County Bridge Maintenance crews. Monitors and obtains useable materials available for transfer throughout the State. Maintains District inventory of salvaged and surplus materials available.

Effectively communicates / notifies Bridge Unit and Maintenance Programs Engineer of all problems, projected shortfalls, and requests for assistance so that a "no surprises" atmosphere can be maintained.

Conducts training sessions for Bridge Maintenance Foremen and Personnel during winter season. If necessary and when appropriate, supervises District and County personnel in the construction of pre-cast bridge decks during the winter months.

Supports the District's Annual Business Plan and Dashboard Measures by completing all assigned action items and providing required data and input for those action items not directly assigned.

Manages and directs the maintenance and custodial crew within the District Office in matters that insure the most efficient use of manpower, material, and equipment to provide a clean, safe, and presentable environment for the District staff, visitors, and the general public.

Serves as a liaison between the District’s Design unit and the District and County maintenance units by taking an active role in supporting the activities performed by the District and County maintenance personnel to fulfill the environmental requirements designated in the District’s Strategic Environmental Management Program (SEMP) Manual for Sound Environmental Practices.

Recognizing that everyone is involved in the District’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, takes an active role in supporting the efforts of other managers, supervisors, and employees to meet these objectives.

Attends environmental training designated for this Working Title.

Plans, organizes, assigns work, determines work flow and prioritizes and reviews work performance of subordinates. Prepares, discusses, and reviews job descriptions and performance evaluations. Receives, reviews, and approves/disapproves leave requests.

Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

In addition, the position requires occasionally that immediate decisions be made during bridge field views and construction inspection to ensure safe passage of traffic or the safety of department personnel, along with expediting the repair of a structure; along with determining the appropriate solution / priority during planning and design portion of a bridge repairs. Decisions requiring expenditures over $5,000 are to be discussed prior to approval given.
