Work is performed under the direction of the Certification and Education Manager. Work is reviewed for adherence to regulations, policies, procedures, and current training practices. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, develops, schedules, coordinates, and delivers health and safety training classes and workshops for members of the workers’ compensation regulated community statewide and the general public, in person and virtually (via MS Teams or similar program). Uses knowledge of applicable regulations and standards to prepare in-house technical training programs and modules. Revises, updates, and customizes training and educational materials such as pamphlets, videos, posters, newsletters and other resource materials using Microsoft Office software. Provides compliance training for the certification of employer Certified Workplace Safety Committees. Attends Commonwealth Agency Safety Committee meetings and assists Commonwealth agencies in the development of accident and illness prevention programs by providing applicable training. Evaluates training sites to ensure suitability of the facility to include an environment conducive of learning, geographic location, equipment needs, and compliance with ADA and Commonwealth accessibility standards including the use of appropriate AV equipment. Records training sessions (audio and video) and follows Commonwealth regulations regarding recording. Interprets and assists employers with maintaining compliance with Pennsylvania’s Worker & Community (Chemical) Right to Know law. Assists Commonwealth employers with completing Hazardous Substance Survey Forms (HSSF), investigating complaints and conducting investigations under the Pennsylvania Worker & Community (Chemical) Right to Know law. Answers questions from training participants and stakeholders on a wide range of workplace health and safety regulations and related topics; explains technical information using non-technical and accessible language. Prepares clear and accurate written training documents, educational materials, and presentations suitable to a diverse range of audiences and participants. Identifies specific training needs and goals; customizes materials and course content accordingly. Monitors and evaluates training programs to determine effectiveness and additional needs. Develops standards for evaluating accomplishments of course objectives; assists in the development, implementation, administration and achievement of goals and objectives. Recommends changes to training programs and materials. Assists in conducting research and analyzing data to make recommendations regarding special projects, trainings, and workshops. Conducts internet research and analyzes data to make recommendations regarding seminars or workshops with pertinent information industry changes. Communicates orally and in writing with the department’s employees, and members of the Workers’ Compensation regulated community statewide, governmental agencies and representatives, vendors, contractors and others to create awareness of services offered by and to provide training and education. Continuously communicates upcoming employee training classes, seminars, and training opportunities. Conducts onsite physical surveys to verify application/review employers’ safety program for the Governor’s Award for Safety Excellence. Assists with the training and development of newer or less experienced Training Specialists. Frequent travel throughout the Commonwealth is required. Supports a culture of safety and service by acting as a coach and resource to stakeholders. Encourages and empowers others by sharing knowledge, offering guidance, and promoting safe practices—contributing to the Division’s goal of zero workplace injuries and fatalities across the Commonwealth. Performs other related duties as assigned. |
