Position Purpose:

Serves as Assistant Director for the Bureau of Workers’ Compensation (BWC) and is responsible for administering and enforcing the provisions of the Workers’ Compensation and Occupational Disease Laws within the Department of Labor & Industry (L&I) by directing the management of the Claims Management Division, Health and Safety Division, Special Funds & Compliance Division, and Uninsured Employers Guaranty Fund (UEGF) Section.

Description of Duties:

Assists the Director in advancing the Bureau’s mission, vision, and goals. In partnership with the Director, communicates and disseminates short-term and long-term plans, objectives, standards, initiatives, and policies. Applies change management strategies to lead teams through periods of development and transformation.

Leads employee engagement efforts; guides, motivates, and mentors managers and staff to reinforce a high-performing, positive, and inclusive culture. Coaches and advises supervisors on managerial issues, such as personnel actions, employee relations and morale, recruitment and retention, staff development and engagement, performance management, career planning, and team building.

Plans, coordinates, and directs the daily operation of the Claims Management, Health and Safety, Compliance, Uninsured Employers Guaranty Fund (UEGF) and Special Funds & Compliance program area functions of BWC.

Manages, through the subordinate Claims Manager, the overall operations of the Claims Management Division including the Electronic Data Interface, data quality, maintenance of records and forms processing.

Manages, through the subordinate Health and Safety Manager, the administration of the Workers’ Compensation Health and Safety program including determining state certification and licensing for workplace safety committees and professionals, conducting audits of insurers, and conducting a variety of workplace safety related training programs.

Manages, through the subordinate Uninsured Employer Guarantee Fund (UEGF) Manager, the operations of UEGF including the financial stability of the fund, overseeing the work of the third-party administrators (TPA) and Office of Chief Counsel, claims handling, settlements and legal strategies.

Manages, through the subordinate Special Funds & Compliance Manager, the program charged with assessing employer non-compliance with insurance requirements of the Workers’ Compensation Act (WCA), as well as the processing and payment of benefits/reimbursements from multiple special funds.

Works closely with division managers to ensure the implementation of action plans and initiatives.

Evaluates program operations and processes to assure the effective development and delivery of workers’ compensation services. Develops new policies and procedures to promote effective operations and adherence to the WCA.

Promotes customer service, encourages collaboration across the bureau, fosters a leadership culture and builds capacity to increase flexibility and manage change.

Conducts meetings with subordinate managers and supervisors dealing with workload status, special projects, and objectives to be accomplished. Discusses problems encountered and advises on best methods or procedures to solve the problem. Disseminates information pertaining to new or revised programs, procedures, and policies. Discusses methods of improving efficiency of Bureau operations and support of program initiatives.

Conducts monthly progress meetings and annual performance reviews for all subordinate managers and supervisors.

Works with staff from other program areas including Workers’ Compensation Office of Adjudication, Workers’ Compensation Appeal Board, the Office of Information Technology, the Center for Workforce Information and Analysis, the Press Office, etc. on WCAIS matters, projects and other issues.

Interacts regularly with external stakeholders regarding issues involving the bureau including conferences, meetings, WCAIS activities, etc.

Evaluates the impact of Workers’ Compensation court decisions and legislation on managed program areas and suggests revisions in program operations to accommodate changes and improve operational efficiency.

Periodically reviews work to ensure performance and timeliness of work is in accordance with WCA and governing laws, regulations, and procedures.

Keeps the Director informed of the status of programs and projects.

Performs related duties as required.
