Position Purpose:

The employee in this position reports to the Director of the Energy Programs Office and supervises professional and technical staff engaged in the planning, development, implementation, coordination and evaluation of the Department’s statewide alternative energy, energy efficiency, pollution prevention, energy assurance, climate and innovative energy technology implementation programs. Work primarily involves the management and oversight of the development and administration of grant and policy planning programs. This includes fostering both economic development and environmental protection through the efficient use of indigenous energy resources and technologies resulting in the conservation of natural resources for generations of Pennsylvanians.

Specific programmatic efforts to be developed and managed by this position include increase in the deployment of energy systems in Pennsylvania including but not limited to wind, solar, fuel cell, energy storage, biomass, natural gas, energy efficiency technologies, Combined Heat and Power, alternative fuel vehicle technologies, and other alternative energy and energy efficiency related technologies. This position also oversees the DEP Climate Program and its responsibilities under Act 70. In addition, this position is responsible for participating in and managing staff engaged in energy assurance, resiliency and provision of critical information for energy restoration activities during statewide declarations of emergencies. Emergency assignments may be performed under adverse conditions and may last from a few hours to a period of weeks or longer.


Description of Duties:

The position is responsible for assisting the Director in working with the DEP Policy Office, the DEP Legislative office, and the Public Utility Commission and to develop regulations and policies that encourage the development and deployment of energy activities and technologies that benefit Pennsylvania energy producers and consumers.

This position manages staff who are charged with accomplishing the mission and goals of the office. This work includes ensuring the goals, objectives and priorities for the Energy Office are met by subordinate staff, and ensuring compliance with rules, policies, plans, procedures, standards and guidelines.

This Position manages and oversees the activities of Alternative Fuels Incentive Grant Program, the Pennsylvania Energy Development Authority, the US DOE State Energy Program and any other grant programs consistent with Department priorities as recommended by the Director.

This position assists the Director and manages the planning, coordination, implementation and evaluation of state wide energy programs, including but not limited to, the Alternative Energy Portfolio Standard, Pennsylvania’s Energy Assurance Plan and Pennsylvania Climate Action Plan.

This position serves as or directs the Pennsylvania State Energy Program Manager in dealings with the U.S. Department of Energy.

This position coordinates development of energy plans, including applying for and managing Federal grants and contracts as well as oversees the use, management, and proper reporting requirements pertaining to the grant funds received.
Represents the Division in dealing with federal officials, the Director, Executive Staff and other Commonwealth Agencies.

This position coordinates and manages the development and use of measurement tools to determine the environmental benefits of deploying clean energy resources.

This position assists the Director in development spend plans, budget requests.
Assists the Director with the development of statewide policy and planning efforts through creation of guidelines, technical standards, and procedures and reports for incorporating alternative energy or energy efficiency into Pennsylvania operations.

Assists with the development of regulatory language which will foster the development of alternative energy sources in the Commonwealth as well as the deployment of new technologies resulting in the reduction of emissions from the energy sector.

Reviews proposed legislation and proposed regulations for possible impacts on energy and energy efficiency programs including transportation programs.

Develops and delivers presentations to special interest groups, legislators, media and the public on programs for which the office is responsible.

Oversees personnel issues of the Program.

Plans and organizes work in the Program, including assigning work, determining work priorities, sets goals and reviews work performance.

Reviews and analyzes activity reports to determine work is being performed, identifies program trends and determines program effectiveness.

Develops through subordinate employees federal grant solicitation packages to obtain grant funding

Supports subordinate staff in the data collection, plan writing and compliance monitoring for all energy programs for which the office is tasked to develop and manage.

Manages, and supervises subordinate staff responsible for preparing for and providing Energy Program support for the agency during designated emergencies.

Interprets rules, policies, procedures, standards and objectives of the Division or program for subordinates.

Provides advice to staff on unusual or difficult technical or managerial problems.

Assists subordinate staff with energy related tasks including development and deployment of outreach and education programs, trainings and meetings with businesses or individuals as needed.

Assists subordinate staff in the preparation of subject matter specific reports on alternative energy technologies and programs for use by executive staff in evaluation of new energy program opportunities.

The employee participates in the performance of subordinates work consistent with the operational or organization requirements.
