Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervise a small staff engaged in timekeeping activities for the veterans’ home. Function as the Time Advisor for the facility. Review timekeeping procedures with payroll staff. Ensure that leave adjustments are processed timely and correctly. Works with staff to resolve issues brought forward as payroll errors. Provide training to supervisory staff on the leave program. Make recommendations to discuss leave usage with employee if negative balance appears. Reviews absence screen and quotas as per Clerical Assistant 3 recommendation for consideration of placement on heads up or leave restriction. Review with HQ Employee Relations for approval. Conducts the home’s disciplinary processes. Works with supervisors and managers to address work performance, time and attendance, and interpersonal problems. Reviews each incident and addresses steps for corrective action to include conducting investigations, collecting witness statements, providing notifications, conducting or assisting with pre-disciplinary conferences (PDC), and providing related supervisor guidance, or elevating issues to HQ Employee Relations staff as needed. Applies Commonwealth policy, agency policy, discipline history, and contract language to ensure consistent discipline recommendations and implementation. Prepares supervisors for PDCs and suspensions pending investigation (SPI). Guides supervisors on the merits of each case and to ensure appropriate discipline or corrective actions are applied. Works with HQ Employee Relations staff to ensure charges are written in a manner that can be supported through the discipline process and are aligned with Commonwealth and agency policy. Prepares discipline packets and related documentation for HR Employee Relations review. Manages the grievance process by conducting research, collecting information through investigation, and preparing responses. Analyzes data and reviews with the supervisor to clarify grievance situations. Ensures presentation of facts to the union is in alignment with management’s position. Ensures consistency in past practice and compliance with policy and applicable contract language. Holds regularly scheduled labor-management meetings. Ensures meet and discuss meetings are conducted as necessary. Prepares agenda items, 1st step packets and acts as the meeting facilitator to ensure all issues are addressed. Negotiates management’s position and options; maintains good working relationships with management and union representatives to promote rapport. Ensures HQ Employee Relations staff are apprised of meeting outcomes and receive copies of documentation and packets. Coordinates the home’s second step (WJAC) case presentations. Presents at WJAC or acts as a co-presenter of cases. Represents management and negotiates with the unions to settle grievances and to respond to meet and discuss issues. Works with HQ Employee Relations staff to finalize negotiated terms and for review/approval of agreements to be written. Prepares settlements, withdrawals, local agreements, and related correspondence. Represents the home in providing testimony at grievance hearings and arbitrations, Civil Service hearings, and unemployment hearings. Reviews employee arrest reports received from HQ to determine which may require immediate action. Interviews employees, collects related paperwork, and recommends whether charges will affect employees’ continued employment with DMVA. Provides assistance to supervisors in the development of performance improvement strategies such as reviewing, assisting with, and providing feedback on Employee Performance Reviews (EPR) and Performance Improvement Plans (PIP) for employees who are performing at less than satisfactory levels. Recommends Condition of Continued Employment (COCE) procedures for employees as necessary. Issues leave restriction letters. Monitors the leave usage of employees on restriction to ensure adherence. Interprets union contract language, personnel policies, and rules. Responds to related employee inquiries. Provides employee relations training to the home’s managers and supervisors. Coordinates the CDL drug and alcohol testing program to include informing supervisors and managers about the program’s policies and procedures and ensuring policies are followed. Provides training to employees prior to them performing CDL duties; training includes policies, procedures, testing requirements, and consequences mandated by the program. Ensures employees in the CDL program are scheduled for pre-employment, random, and other testing as required. Ensures confidentiality in employee notification, test results, and records maintenance. Secures wireless devices recovered from employees who have separated or transferred until instructed by the Telecommunications Management Officer (TMO) to issue the device to another user or return the device to the TMO. Participates in mandatory in-service and attend other continuing education seminars and trainings to improve skills and knowledge. Support the facility QAPI efforts by attending all assigned QAPI training; following established policies and procedures in support of QAPI efforts; participating in PIP teams as assigned; sharing ideas for improvement in the organization; and supporting QAPI efforts both verbally and nonverbally, including adjusting performance and practices in accordance with QAPI initiatives and findings. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to the supervisor. Wears personal protective equipment as needed such as masks, face shield, etc. Performs other related duties as required. |
