Position Purpose:

This position is responsible for planning, organizing, directing, and evaluating human resource operations for three Department of Human Services (DHS) facilities: Wernersville State Hospital (WeSH), Norristown State Hospital (NSH), and Selinsgrove Center (SC). These facilities employ approximately 1,665 staff and operate in highly regulated, twenty-four-hour environments with significant union representation and complex workforce challenges.
The position serves as the primary Human Resources strategic advisor to facility executive leadership and DHS program office leadership within the Office of Mental Health and Substance Abuse Services (OMHSAS) and the Office of Developmental Programs (ODP). The incumbent provides direct supervision and leadership to the Human Resource Field Officers (FHROs) assigned to each facility and is responsible for ensuring consistent application of Commonwealth, DHS, Office of Administration (OA), State Civil Service Commission (SCSC), and collective bargaining agreement requirements.

The position places particular emphasis on workforce planning, labor and employee relations, organizational effectiveness, employee engagement, recruitment and retention strategies, disciplinary consultation, and the development of proactive solutions to workforce challenges.

Work is performed with a high degree of independence and requires extensive collaboration with executive leadership, labor organizations, facility management, and DHS Human Resources staff.

This position reports directly to the OA DHS HR Field Ops Director.

This position supervises two FHRO3 positions and 1 FHRO 2 position.

Description of Duties:

Provides direct supervision, leadership, and administrative oversight to the FHROs assigned to Wernersville State Hospital, Norristown State Hospital, and Selinsgrove Center. Establishes performance expectations, conducts evaluations, develops work plans, monitors workload distribution, and provides guidance to ensure timely and effective delivery of HR services.

Serves as the lead Human Resources consultant and strategic advisor to facility executive staff, OMHSAS leadership, ODP leadership, and DHS Human Resources management regarding employee relations, labor relations, workforce planning, organizational development, staffing strategies, compensation, classification, performance management, and policy interpretation.

Develops and implements workforce planning initiatives designed to address recruitment, retention, succession planning, workforce readiness, and long-term staffing needs. Analyzes workforce trends, turnover patterns, vacancy rates, retirement projections, and recruitment data to provide recommendations to executive leadership.

Provides leadership and guidance regarding labor relations matters involving multiple collective bargaining units. Advises facility management regarding the interpretation and administration of collective bargaining agreements and participates in labor-management meetings, grievance proceedings, investigatory meetings, settlement discussions, and arbitration preparation.

Serves as the principal advisor to facility leadership regarding employee relations matters involving employee conduct, workplace conflicts, attendance concerns, performance deficiencies, workplace investigations, disciplinary actions, and corrective action strategies.

Ensure consistency, fairness, and compliance with applicable laws, regulations, collective bargaining agreements, and DHS policies.

conducts or directs complex and sensitive workplace investigations involving allegations of employee misconduct, discrimination, harassment, retaliation, workplace violence, policy violations, and other matters requiring independent review. Reviews findings and recommendations prepared by facility HR staff and provides guidance regarding appropriate corrective action.

Collaborates with facility leadership and DHS Human Resources staff to identify organizational challenges impacting employee engagement, retention, morale, productivity, and service delivery. Develop recommendations and action plans to improve organizational effectiveness and workforce stability.

Provides consultation and oversight regarding disciplinary actions, performance improvement plans, employee counseling, and other corrective actions to ensure consistency across facilities and compliance with applicable laws, policies, and labor agreements.
Reviews and analyzes workforce data, staffing reports, vacancy trends, overtime utilization, turnover statistics, employee relations activity, and labor relations issues to identify trends and develop strategic recommendations for facility and program office leadership.

Collaborates with Talent Management and facility leadership to develop innovative recruitment and retention strategies for hard-to-fill positions, including direct care, nursing, clinical, skilled trades, and supervisory occupations.

Provides guidance regarding organizational structure reviews, workforce realignment initiatives, position management, classification studies, and reorganization proposals. Evaluates operational needs and develops recommendations to improve efficiency and effectiveness.

Works closely with facility HR staff to ensure personnel actions, hiring activities, promotions, transfers, reassignments, and other workforce transactions are completed in compliance with SCSC rules, personnel rules, collective bargaining agreements, management directives, and DHS policies.

Assists facility leadership with succession planning efforts by identifying critical positions, workforce risks, developmental opportunities, and strategies to ensure continuity of operations.

Represents DHS Human Resources during meetings with executive leadership, labor organizations, external stakeholders, and Commonwealth agencies regarding workforce and employee relations matters affecting the facilities.

Develops and delivers training to facility managers, supervisors, and HR staff regarding employee relations, labor relations, performance management, investigations, attendance management, workplace conduct, policy interpretation, and supervisory responsibilities.
Provides interpretation and guidance regarding DHS policies, OA policies, management directives, collective bargaining agreements, SCSC rules, federal and state employment laws, and other workforce-related requirements.

Coordinates with DHS Legal Counsel, Office of Administration staff, labor relations professionals, and other stakeholders regarding complex employee relations, labor relations, and workforce issues.

Ensures HR operations facility support compliance with applicable accreditation standards, Department of Health requirements, Centers for Medicare and Medicaid Services standards, and other regulatory requirements affecting workforce operations.

Conducts regular visits to assigned facilities and maintains ongoing communication with facility leadership and HR staff to identify issues, monitor workforce trends, and ensure consistent delivery of HR services.

The incumbent independently analyzes complex employee and labor relations issues, determines appropriate courses of action, develops workforce planning strategies, evaluates organizational effectiveness concerns, and provides recommendations to executive leadership. Decisions regularly affect employee relations outcomes, labor-management relationships, recruitment and retention efforts, organizational effectiveness, workforce planning initiatives, and the delivery of HR services across multiple facilities.
Issues involving significant legal exposure, major policy implications, enterprise-wide impact, or matters requiring executive approval are elevated to DHS Human Resources leadership as appropriate.
