Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assists Disaster Recovery Assistance Director with the Commonwealth’s Disaster Recovery Assistance Program and may serve as program assistant and/or primary point of contact.

Function as the principal staff assistant to the Office Director in individual assistance/disaster human services, and Disaster Recovery Assistance Program matters.

Assist the Disaster Human Services Branch Director / Deputy during times of emergencies.

Carry out emergency assignments during disaster situations; and

Assist the PEMA External Affairs Office.

To provide standards and criteria of these activities that are consistent with the mission of the Pennsylvania Emergency Management Agency, the Commonwealth Emergency Operations Plan and the National Incident Management System.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assist in the development of procedures for efficient, effective administration and coordination of the Individual/Human Services disaster assistance programs, including the Commonwealth Disaster Recovery Assistance Program (DRAP);

Functions as a DRAP program assistant. This may require overnight travel.

Promote the DRAP program to state, county, and municipal leaders and the public.


Collect, review consolidate actions required of damage assessment data;

Assist/coordinate, collect, and distribute data from the SBA in accordance with the DRAP;

Assist with the coordination and collection of data and documentation to support requests for federal disaster declarations.

Assist with state requests to the Small Business Administration for physical and economic injury disaster declarations to include gathering and collating of data and documentation to support such requests.

Assist with coordinating disaster survivors grant requests under the DRAP;

Assist with the development and delivery of individual/disaster human services/DRAP assistance to include quick start guidebooks, staff training manuals, equipment and logistic requirements, communications plans, deployment, setup, and close-out.

Provide information to disaster victims to resolve individual assistance/DRAP program problems through the use of visits, emails, referrals or any other time saving manner.

Initiate and timely reply to telephone inquiries and correspondence associated with the individual/DRAP/ disaster human services assistance programs.

Assist the State Voluntary Agency Liaison with the development and promotion of State and local Voluntary Organizations Active in Disasters (VOADs). Initiate and maintain a close working relationship between PEMA and voluntary agencies including soliciting participation of the voluntary agencies in preparedness and response activities, such as training, exercises, and collection and dissemination of information concerning emergency incidents to improve response and long-term recovery.

Assist and collaborate with the area offices, headquarters staff, state agencies, State Voluntary Agency Liaison, county emergency management agencies and VOAD groups in the development and maintenance of, but not limited to the following plans; Volunteer and Donations Management, Aid Matrix, Mass Care and Sheltering, Mass Fatality Management, and other emergency response and recovery plans to ensure that voluntary agencies capabilities, specifically as they relate to emergency assistance, mass shelter and feeding, donations management, and other voluntary agency disaster relief activities are integrated into the plans.

Assist in Disaster Recovery Center (DRC) operations. This may require extended overnight travel.

Assist with conducting initial damage assessments, joint-preliminary damage assessments, and follow-up meetings as determined by agency/office need.

May be required to assist with the delivery of the Public Assistance program as determined by operational needs.

Responsible for completing mandatory FEMA Independent Study Courses as requested.

This employee is an Essential Worker.

NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

EMERGENCY ASSIGNMENT

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.

This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.

Assists the Public Assistance Officer in field deployment.

Assists in the administration of the Public Assistance Program.

Ensuring notification of potential public disaster assistance applicants by publication of disaster notices, telephone, and correspondence that a major disaster has been declared, the specific counties designated as eligible for public assistance, the location and time of the Applicants’ Briefing, and the location of the Disaster Field Office.

Assist in conducting Applicants’ Briefings.

Participating in initial damage assessments and joint-preliminary damage assessments.

Reviewing Damage Survey Reports for completeness and accuracy. Evaluate special considerations issues such as: Insurance, Hazard Mitigation, Environmental, Floodplain Management, etc. Make appropriate recommendations to the state Public Assistance Officer.

Assist with developing and delivering program reports of management data.

Operate a motor vehicle to travel to various field sites and emergency/disaster locations.
