Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews and assesses the effects of proposed and existing transportation facilities on the environment, which includes evaluations/reviews of project impacts on landforms, water quality, land use, cultural resources, socio-economic considerations, scenic rivers, wetlands, and threatened and endangered species, erosion and sedimentation controls, air quality, and noise. Performs environmental analyses and prepares and/or reviews technical reports concerning hazardous and residual waste, wetland and waterway investigation and delineation, and threatened and endangered species. Shares environmental information with others and explains project-level implications. Develops and conducts environmental awareness programs as needed. Reviews, and occasionally prepares, studies on natural resources, pollution control, environmental health, population statistics, land use, recreational facilities, and similar areas required as part of the environmental clearance process. Conducts research on the potential environmental impacts of planned transportation projects on the natural, physical, social, economic, cultural resources, waste management, pollution prevention, community resources, and recreational facilities. Conducts fieldwork such as wetland identification and delineation, threatened and endangered species surveys, Phase I waste investigations, construction waste and borrow site evaluations, erosion and sedimentation control evaluations, and post-construction monitoring. Assists construction and maintenance field personnel in resolving problems. Assists in the review of project alternatives being recommended to management. Provides input on management decision making by analyzing the ramifications of each alternative for avoidance and minimization of adverse environmental impacts and the timeline for obtaining environmental clearance. Assists in development of project environmental mitigation and entry into the Environmental Commitments and Mitigation Tracking System (ECMTS). Coordinates with the project manager and consultants regarding ECMTS following environmental clearance. Prepares contract documents and specifications for environmental resource avoidance and waste management. Participates in the preparation and review of scope-of-work, technical and price proposal, and work-hour estimates. Establishes and maintains liaison with federal, state, and local environmental agencies, such as U.S. Fish and Wildlife Service (USFWS), PA Fish and Boat Commission (PFBC), Department of Conservation and Natural Resources (DCNR) Department of Environmental Protection (DEP), and other related resource agencies. Conducts field views and on-site inspections with these agencies to assess project impacts to that agency’s particular environmental discipline. Attends community activities such as public meetings, public official meetings, plans displays, environmental agency meetings, and other related educational commitments. Reviews and provides comment on plans display materials. Participates in scoping field views and disseminates information to the design team, including consulting firms, regarding the level of studies required for the preparation of an environmental document. Provides project level support and guidance during design, preconstruction, and construction meetings. Assists in the development of environmental commitments and tracks mitigation items throughout the project development process and preparation of the contract bid package. Provides training and written guidance to district design, construction, maintenance personnel, and District consultants on current environmental policies, procedures, guidelines, and regulations. Provides guidance, training, and assistance to District staff and project team members on environmental requirements, issues, and concerns. Reviews, interprets, prepares, and assists with the development and/or implementation of policies, programs, procedures, regulations, and legislation to determine impacts and provide guidance on district operations. Provides support in the area of waste management and environmental remediation involving releases of regulated substances to soil and groundwater resources. Develops, implements, and ensures compliance with current waste management policies, procedures, and standards. Facilitates management and disposal procedures based upon classification of the waste material. Supports the development and administration of waste management contracts and associated documents. Provides environmental support and DEP permit assistance to District staff. Identifies when a permit is required and assists with preparation, submittal, coordination, and tracking of DEP permit applications as needed. Fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP), recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices. Maintains a safe orderly work environment for self and visitors by following proper safety procedures and using protective equipment; maintains awareness of work area conditions and initiates proactive accident/injury avoidance measures; reports all accidents/injuries immediately and seeks proper medical treatment to minimize risk of further injury. Follows proper attendance, call off and leave scheduling procedures. Adheres to established start/stop, break, and meal periods. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Takes an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participates in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Fair Labor Standards Act: Unless directed otherwise by the supervisor or manager, complies with stated work hours for the 7.5/8.0-hour day. Performs related duties as assigned. |
