Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position reports to the AO4/Project Manager, Division of Business Operations, Office of the Executive Director for Long-Term Care, in the Department of Military and Veterans Affairs (DMVA). It performs research studies, provides recommendations and solutions for program improvements, can act as a system administrator for various BVH software solutions, and analyzes current programming procedures that augment efficient/effective operations in our skilled nursing facilities. You will also lead and work with project and support teams in case studies of vendor products. This position will perform a variety of planning, analysis, policy, and program evaluation assignments in support of DMVA’s Veterans Homes.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Conducts research studies and provides analysis of initiatives to assess program effectiveness and align with departmental policies and the strategic plans in both the Bureau of Veterans' Homes (BVH).

Addresses current programming procedures that augment efficiency and effective operations in skilled nursing facilities and prepares reports of findings and recommendations for corrective measures.

Collaborate with internal departments to coordinate grant application development, monitor grant compliance and fulfillment, and ensure adherence to departmental policies and funding requirements.

Develops and presents quarterly reports and assist with the development of the annual grant report by analyzing program data and reporting performance metrics.

Conducts evaluations and performance measurements of a variety of existing and emergent complex programs not limited to but including: identifying critical components of the programs, developing hypotheses that can be tested, designing the evaluation/needs assessment/survey, developing data collection strategies and automated information systems, and performing comprehensive data analyses. Ensures implementation of recommendations made are consistent with current agency and governmental policies and procedures.

Oversees the payroll-based journal (PBJ) quarterly submissions to CMS. Review data with cross functional teams to ensure data accuracy. Maintain a strong understanding of PBJ by keeping up with any changes to CMS regulations. Communicate any regulation updates that impact the submittal process to homes HR staff.

Develops weekly and monthly reports for executives on a variety of data points to help leadership understand what is happening in the homes.

Works with project and support teams on special initiatives that require a thorough understanding of data elements to support or refute the expected study outcomes of assigned special projects. Applies statistical analysis where applicable to enhance the credibility of the outcome.

Leads cross functional teams to evaluate new products for the six veterans homes. Designs new product studies, develops evaluation parameters, oversees testing and data collection, and analyzes data and develops executive summary reports and recommendations.

Reviews and analyzes department data to identify new metrics which demonstrate program effectiveness. Communicates with BVH leadership the benefit of the metric and works with IT staff to embed new tables in department dashboards on SharePoint.

Participates in training provided by outside contractors regarding new software packages.

Communicates with federal, state, local agencies, and community partners to further refine performance metrics and assessment tools to ensure program effectiveness and improvement for mutual goals and objectives.

Executes creative approaches to developing possibilities for program or process improvement.

Conducts studies to determine the effectiveness of management efficiencies, compliance with legislation, regulations, directives, and agency policy.

Conducts studies to determine economic and financial impact of new policies, programs, and initiatives.

Applies Total Quality/Process Management, Six Sigma, and Lean tools and techniques to assess and resolve a variety of programmatic issues. Drafts executive summaries of reports to communicate recommendations. Drives change and process improvements by participating on team’s follow through of recommendations.

Leads requirement gathering sessions to understand AS-IS processes. Develops reports to communicate findings and makes recommendations for change in workflows or system configurations. Documents and tracks existing business processes.

Researches and participates in the development of current technology in long-term care and web-based processes for collecting and analyzing performance indicators to demonstrate progress in meeting objectives, gathering patient data, creating reports, and adhering to current regulatory directives.

Creates cost projections based on empirical data and calculated variables.

Develops, distributes, compiles, and analyzes surveys not limited to but including: resident satisfaction, family satisfaction, and bereavement surveys in conjunction with the Quality Assurance/Risk Management Directors.

Ensures the proper application of statistical, mathematical, or systems methods in order to analyze data so that new facts or relationships may be uncovered, and coordinate the compilation and organization of the data into written reports. Prepares graphs, charts, and tables to summarize findings for further level planning, monitoring, and resource allocation.

Serves as administrator for the certain systems utilized by the state veterans homes. Analyzes system updates, defines their impact on operations and users, summarizes and reports on updates, communicates changes, and provides user training. Creates dashboards for frequently used data. Evaluates requested system changes made by users and determines feasibility.
Utilizes electronic methods and software to collect and analyze data from existing or other collection methods and creates executive level presentations.

Collaborates with other DMVA staff to improve the quality and consistent appearance of reports. Reviews and evaluates the appearance of reports to ensure the most relevant data is quickly accessible.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and / or immediately corrects any safety hazards in the work area or reports same to the supervisor.

Perform other related duties as required.

**Must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.**

Telework Status: Part-time telework may be available.
