Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position supervises and instructs inmates in a structured classroom and on-the-job training program in the electronics trade and participates in work activities of the electronics trade at SCI Muncy. This work involves the repair and maintenance of various electronics to include communication and security equipment, as well as the installation of electronic equipment for building renovations and new construction. This work is performed to ensure the efficient operation of the facility and to provide vocational training to inmates. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides classroom and on-the-job training and instruction to inmates, which includes the standard practices, methods, and procedures of the electronics trade involving the maintenance and repair of various electronic, electrical, and mechanical devices used in the electronics, radio, and television repair or broadcast industry. Conducts classroom training through the delivery of an appropriate curriculum of the trade. Maintains order and discipline of inmates during work assignments and classroom instruction. Maintains documentation of all inmate training progress, attendance, and assignment details. Oversees and directs inmate work crews in completing electronics work orders as part of the on-the-job training provided. Plans and assigns daily inmate schedules and inspects completed work assignments. Issues and inventories all materials and tools used during the classroom training and while completing on-the-job work assignments. Conducts searches to ensure that all materials and tools are accounted for. Determines materials and tools needed to complete electronics work assignments. Submits purchase requests for materials and tools as necessary. Maintains and repairs the following electronic systems to include, but not limited to: - Perimeter intrusion detection systems (PIDS) - Fire alarm system - Telephone system - Security management system - Electronic door/lock control system/card readers - Panic distress system (PAR system) - Intercom and paging - LAN cabling (CAT5/6, fiber optic, etc.) - CCTV surveillance system - CATV system - Metal detectors - Other related equipment Escorts and interacts with contractors and vendors who supply equipment and technical support. Performs testing to ensure operation of critical systems. Maintains required parts inventories and requisitions all necessary supplies and parts. Plans and assigns work to inmates (when permissible) receiving electronic trade training and reviews and inspects work for adherence to electronics trades standards. Participates in the work activities of the electronics trade at a journeyman level and performs the work when inmate labor is unavailable or prohibited by policy. Attends trainings as they become available on critical security systems to ensure policy compliance. (ex. PIDS, cameras, metal detectors, etc.) Installs, labels, terminates, and tests cabling (CAT5/6, fiber optic, etc.) for all institutional and security networks to include, but not limited to computers, phones, cameras, PIDS, door controls, conferencing equipment, copiers, etc. Installs, tests, repairs, and terminates data and communication network jacks throughout facility. Installs, tests, repairs, and maintains critical spare component inventory for PIDS systems to ensure function and compliance with DOC policy. Installs, repairs, and maintains critical spare component inventory for CCTV system. Uses and explains sketches, drawing, blueprints and wiring diagrams. Makes CATV jumpers as needed with materials provided by contractors. Performs CATV repairs in cells including cables, barrel connectors, cable connectors, and plates per CATV agreement. Maintains order and discipline among inmate workers. Searches inmates and work areas for contraband and ensures security of work area. Follows all DOC policies, procedures and memorandums. Maintains maintenance and repair records, inmate training, inventory, wage, and attendance records. Performs other related duties as assigned. Performs work outside their specific trade as required for operational necessity. ESSENTIAL FUNCTIONS: 1. Exercise care, custody, and control over inmates. 2. Apply physical force and intervention when appropriate and necessary. 3. Instruct and oversee inmates in the standard principles and practices of the electronics trade. 4. Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp. 5. Be mobile over all types of physical surfaces and levels. 6. Spend prolonged periods of time standing or walking. 7. Work all shifts and posts as required by operational necessities and emergencies. 8. Work mandatory overtime in compliance with provisions of the Collective Bargaining Agreement, with little or no advance notice, whether on or off duty at the time of notification. 9. Maintain regular and reliable attendance. 10. Use and maintain various equipment and tools used in the electronics trade. 11. Operate basic office equipment. 12. Properly wear all portions of assigned uniform. 13. Effectively communicate verbally and in writing. 14. Establish and maintain effective working relationships. 15. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet). 16. Visually observe inmates’ activities. 17. Administer emergency medical assistance to inmates and staff. 18. Attend and participate in all mandatory training and/or testing. 19. Travel as required. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. This position makes technical decisions to complete assigned work to include determining what tools, materials, and supplies are needed to complete work orders and requisitioning them. This position makes decisions related to the supervision, care, custody, and control of inmates assigned to their detail; determines appropriate instruction methods based upon project needs and inmate ability; and assigns, schedules, prioritizes, and documents inmate tasks for typical electronics work orders. When inmate labor is unavailable or prohibited by policy (i.e., when the work is security-related in nature), this position performs work activities of the electronics trade independently at the journeyman level. Decisions requiring complex design, interdepartmental scheduling, and/or that affect the operation of the institution are coordinated with the supervisor, the Corrections Facility Maintenance Manager (CFMM). |
