Position Purpose:

This is professional accounting and auditing work in the review, reconciliation, and reporting of financial data associated with Pennsylvania Instant Check System (PICS) background checks and firearms transfers. Work involves applying professional accounting principles and auditing techniques to maintain fiscal control, identify discrepancies, and ensure compliance with state and federal financial policies and regulations.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

60% Reviews daily and monthly deposit reports, ensuring accuracy and timeliness of revenue submissions from all payment sources. Compiles projections for account revenue. Reconciles receipts against system transaction data and general ledger postings. Prepare detailed financial summaries and reconciliation statements for submission to the Section Supervisor, Fiscal Office, and Comptroller’s Office. Identify and investigate discrepancies in deposits, reporting, or dealer submissions, and implement corrective action as necessary. Develop and maintain tracking mechanisms and audit trails to ensure transparency and accountability in all firearms-related revenue streams. Recommend procedural changes to improve accuracy and efficiency in revenue collection and accounting.

25% Coordinate with internal and external program areas to ensure proper accounting compliance. Collaborate with the Firearms Compliance Unit, county sheriffs, and Fiscal Offices to verify transaction data and fee collection accuracy. Prepare and provide reports on revenue collection trends, fee volume, and projected income to assist management in fiscal planning. Ensure all collections and reconciliations comply with state financial management directives and the Pennsylvania Uniform Firearms Act. Provide training and technician guidance to staff and external entities on proper reporting and reconciliation procedures.

10% Conduct periodic internal reviews and assist with external audit requests. Review transaction documentation and supporting records for completeness and compliance. Participate in the implementation of audit procedures to evaluate internal control systems related to firearms transfer and PICS fee collections. Document findings, prepare reports, and recommend corrective or preventative actions to address identified issues.

5% Performs other related duties as assigned, including participation in the Department’s Continuity of Operations (COOP) Plan when activated. Respond to alternate or secondary locations when directed in response to catastrophic event.

This position exercise considerable independence in identifying discrepancies, reconciling complex accounts, and determining appropriate corrective measure. The incumbent makes independent judgments regarding adjustments to financial records, classification of revenues and expenditures, resolution of reporting inconsistencies, recommendations for process improvements and system enhancements. Issues involving significant policy interpretation or cross-divisional impacts are referred to the Section Supervisor.
