Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 40% Maintains and applies extensive knowledge of the Commonwealth/Agency purchasing policies and regulations to include the Procurement Handbook, Act 57 Title 62 and the Statewide Contracts. Determines the proper methods of procurement for program area requisitions for various commodities and services. Maintains a working knowledge as it pertains to the job functions in the Commonwealth’s purchasing systems, including SAP, SRM, ESS and Jaggaer. Routinely prepares and executes purchasing documents in accordance with specific requirements of established contracts, including SRM shopping carts when required. 20% Prepares solicitation documentation to acquire commodities and services needed by Agency program areas. Reviews competitive bids to obtain the best purchasing value for the Department. Works with the Commonwealth’s ITQ contract system to solicit qualified vendors via Request for Quote (RFQ) method. Executes solicitations via an Invitation for Bid (IFB) process for commodities and services not readily available on Agency or statewide contracts. 20% Assists agency subject matter experts and personnel in the implementation and administration of procurement activities and the management of subsequent contracts and purchase orders. 10% Adheres to and abides by the Right to Know Law requirements. Supports small business, diverse small business and veteran-owned business initiatives. 10% Assists in resolving delivery problems, invoice discrepancies, and the proper execution of goods receipts. 5% Performs other duties as required. |
