Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The individual in this position functions within the Department of Human Services (DHS), Office of Income Maintenance (OIM), Bureau of Child Support Enforcement (BCSE), as a Human Services Program Specialist Supervisor in the Division of Program Development and Evaluation (DPDE), Program Development Section. BCSE is the designated state Title IV-D agency under P.L. 93-647, U.S. Social Security Act, as amended. Work performed is both supervisory and administrative in nature. The individual in this position is responsible for reviewing and evaluating state Title IV-D child support enforcement (CSE) program objectives, policy, procedures and operations to ensure compliance with federal Title IV-D program requirements. The incumbent develops recommendations for state statutory, regulatory, policy and procedure revisions to ensure compliance with federal statute and regulations for the purpose of maintaining and enhancing federal funding levels. Additionally, the individual supervises the development and writing of proposed Title IV-D program initiatives. The individual is responsible for developing, planning and implementing program initiatives under the direction of the Program Development Section Manager. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Interprets and applies Title IV-D federal and state law, regulation, policy and procedures correctly to accurately complete assignments. Assesses existing CSE programs to ensure compliance with state/federal statutes/regulations and to establish program initiatives to improve performance standards and maintain or enhance federal funding levels. Develops, plans and implements program revisions to improve performance of the county Domestic Relations Sections and increase incentive earnings by revising existing processes and/or developing new, innovative processes. Supervises the development of state CSE program statute, policy and procedures consistent with established Commonwealth goals. Coordinates CSE program plans and operations with affected state agencies and county Domestic Relations Sections to attain the overall Title IV-D program objectives and ensure initiatives are implemented effectively and efficiently. Supervises the development and writing of proposed state statute and policy. Plans, attends, initiates, coordinates, and conducts meetings as necessary or directed to achieve CSE program objectives. Monitors progress of all tasks assigned to unit staff to ensure timely and accurate completion. Reviews CSE-related legislation, policy directives, and program initiatives, preparing recommendations and responses as directed or otherwise necessary. Identifies staff development needs and implements, with managerial approval, work plans designed to ensure staff is aware of program administrative developments and demonstrate responsiveness to managerial directives. Provides ongoing administrative and program support to the Manager of the Program Development Section regarding the ongoing maintenance of the Pennsylvania Title IV-D State Plan, PA Child Support Enforcement requirements, and formulation of related policy and procedural material. Provides input on special projects and related issues as requested. Serves as liaison with federal and state agencies regarding CSE program developments, including requisition and distribution of relevant publications, advising manager of action issues requiring BCSE initiatives. Conduct training for Commonwealth, DRS, and other agencies as assigned by the Manager of the Program Development Section. Understands and enforces all DHS policy and procedures. Accommodate travel and overnight absences from home as necessary or assigned. Performs other related duties as necessary or as assigned. |

Provide training and guidance (programmatic and administrative in nature) to HSPS staff. Conduct periodic progress reviews, mid-point evaluations, and formal annual evaluations of HSPS staff performance. Monitor HSPS activities to ensure assignments are complete, accurate, and timely. Discuss all content decisions with the Program Development Section Manager. |
