Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The employee in this position is responsible for providing consultation and administrative support and guidance to assigned public and private children and youth social service agencies; as well as, evaluating the services provided and analyzing data submitted by the agencies to ensure the implementation of departmental policy and to reinforce conformance of program administration and service with state standards, accepted good practice standards and legal and federal requirements. The employee in this position is also responsible for evaluating and analyzing allegations of child abuse of children in out-of-home care, and for determining the status of those allegations and presenting recommendations for service delivery and negotiating the implementation of those recommendations with agency directors, county commissioners, governing boards, and other appropriate individuals. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Conducts on-site surveys and evaluations of public and private children and youth agencies and institutions to evaluate the service provided and to provide assistance including ideas and techniques for the care of children to ensure that the agencies meet program goals. 2. Conducts evaluations and analyzes data collected regarding allegations of child abuse of children in approved public and private agencies using professional knowledge of protective service principles and accepted models of casework practice to assure that children in out-of-home placement are protected. 3. Conducts evaluations and program achievement reviews from both a professional and administrative point of view to assure that program goals and objectives are being met and that federal, state and departmental requirements are being met. 4. Prepares and presents the results of evaluations and reviews to agency administrators, institutional representatives, county commissioners, county executive directors, administrative boards and governing authorities of private agencies and negotiates implementation of recommendations which will improve the quality and efficiency of services provided to children, youth and families. 5. Analyzes and evaluates data regarding contracts, plans, requests for reimbursement, audits and other financial reports and participates in negotiations and approvals of requests for reimbursement to assure that funds expended contribute to established program goals. 6. Provides advice, consultation and assistance to public and private children and youth agencies regarding administration and operation of child caring agencies to assure that state standards are met. 7. Consults with agency administrators, institutional representatives, county commissioners, county executive directors, administrative boards, private agencies governing boards, community planning groups and other interested groups for the purpose of advising them on ways of improving the services to clients and to provide education consultation in the children, youth and families programs supported by the Department. 8. Develops, recommends and participates in the revision or development of policy relative to the children, youth and families program and implements departmental policy to assure that program goals are met. 9. Prepares reports on evaluations conducted which present data which have been analyzed and recommendations to agency directors, board chairpersons and commissioners for improvements in the quality or efficiency of services being provided. 10. Prepares correspondence and other written and oral reports regarding the assigned public and private agencies as needed. 11. Makes oral presentations and conducts meetings to discuss the results of surveys, evaluations, reviews or analysis of data to agency directors, county commissioners, board chairs, Deputy Secretary or Secretary or other appropriate persons to ensure the improvement of services delivered and to ensure adherence to program goals. 12. Has involvement with and coordinates efforts within county agencies for statewide initiatives (e.g., Family Service System Reform, Family Centers, Family to Family). 13. Coordinates implementation of court ordered class lawsuits, which affect public and/or private children and youth agencies. 14. Reviews and prepares recommendations on submitted needs-based plans from county agencies. 15. Performs related work as required. |

All work is reviewed with the supervisor orally and through written reports and correspondence prepared. |
