Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position performs skilled work pertaining to the operation and maintenance of light and heavy construction equipment; for the purpose of maintaining the roads, grounds, utilities and facilities at Fort Indiantown Gap. Some vehicles are more than 32,001 lbs

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Read and interpret plans, blueprints, standards, specifications, code, and perform basic math related to construction.

Serves as a lead worker while operating independently.

Maintains knowledge of proper radio procedures with the Airfield Tower and knowledge of working in proximity of active aircraft on multiple airfields and landing zones.

Maintains knowledge of proper radio procedures with Range Control to call on and off active and non-active Firing Ranges as well as communicating with Range Control to open closed gates to perform scheduled and emergency repairs or maintenance.

Maintains knowledge of proper Unexploded Ordnance procedures, identifying Unexploded Ordnance’s and safety precautions.

Provides instruction on the operation of equipment to other employees who are not familiar with that equipment.

Maintains knowledge of the procedures, techniques, and equipment used in excavation construction, be able to identify safe soil conditions and react accordingly to use a trench box or slope/terrace the excavation to permit safe working conditions for other employees, hauling equipment and materials on trailers, flatbeds, dump truck or box truck off post to other facilities in support of the mission statement.

Maintains knowledge of the principles surrounding the use of natural and manufactured materials and their placement in excavation construction to eliminate erosion in accordance with DEP and/or local soil conservation department.

Maintains paved roads, parking lots, trails, ranges, retention ponds, storm water structures, rain gardens, and other features, excavates for installation and repair of underground utilities (electric, sewer, natural gas, water, and fiber optic), maintaining all landing zones on post, excavate for removal or installation of underground oil, diesel, and gasoline storage tanks, performs other related activities including but not limited to, snow removal, paving, pipe replacement, making hay, bio solid spreading, etc.

Maintains knowledge of and operates various large equipment including loaders, backhoes, bulldozers, graders, excavators, paver, rollers, vac truck, dump trucks, street sweeper, large tractor mowers, bio solid spreader, tub grinder, large self-propelled snow blower, large rollover snowplow, tractor/trailer combination to haul equipment/materials, loader mounted snow push boxes, tractor with extendable hydraulic mower attachment.

Performs a variety of labor duties using hand and power tools such as chainsaws, jack hammers, tampers, shovels, rakes, brooms; selects and uses tools properly for job to minimize wear and breakage, reports missing or broken equipment. Use tools for checking grades and to measure cut and fill operations.

Operates a variety of foot and hand manual controls, utilizes seatbelts. Must be able to operate both manual and automatic transmissions.

Performs all necessary field adjustments to permit safe operation and minimize excessive wear to the equipment. Performs minor repairs and preventative maintenance work on equipment which includes cleaning and servicing equipment. Demonstrates operation of equipment to other employees. Assists Diesel mechanics in making repairs to equipment.

Maintains required Commercial Driver’s License (CDL) with air brake restriction removed and the tanker endorsement. Properly performs all required pre- and post-operations checks in accordance with legal requirements.

Skill in the techniques of the operation of heavy equipment must be exorcised to produce desired results in concert by maintaining a safe workplace for the operator, for the associated crew members, and for the public. Provides time and material estimates for projects.

Safely operates equipment including, around live overhead and underground utilities, maintain knowledge of occupational hazards and safety precautions for the operation of heavy equipment around utilities. Maintains a safe work environment for self, co-workers, and the motoring public by following proper safety procedures and using proper safety equipment. Knowledge of soil conditions and options to create a safe work area for other employees. Maintains awareness of work area by helping self and others avoid risks and hazards. Properly reports injury and equipment accidents immediately and gets proper treatment to minimize the risk of further injury.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor.

**Must pass a favorable National Crime Information Center (NCIC) screening for admittance to Fort Indiantown Gap.**

Determines the appropriate time to begin spreading salt during a winter storm to maintain safe road conditions and to minimize overuse of salt resulting in increased costs to the Commonwealth

Determines appropriate steps to take during the operation of heavy equipment to perform technical assigned tasks.

Ability to recognize possible errors in plans or blueprints upon review and discuss solutions.

Experience:

Valid Class A Pennsylvania Driver’s License with Air Brake Restriction (L) removed.

Valid Tank Vehicle Endorsement (N) must be obtained within the probationary period and must be maintained while employed on the job.

Essential Functions

 1. Operate trucks and other equipment used for construction and maintenance work using hand and foot controls.
 2. Perform any safety-related checks/tests on assigned equipment.

 5. React immediately to hazard warning devices, such as signs, sirens, and alarms.
 6. Use required personal protective equipment and be responsible for its care, storage, and maintenance.
 7. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, push, pull, balance, and climb; lift and carry 50 pounds.
 8. Be exposed to chemicals, gasoline, fuel, fumes, odors, various plants, insects, noise, and adverse weather conditions.
 9. Withstand periods of heavy exertion.
 10. Work extended hours in excess of 7.5 hours per shift when necessary.
