Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. In-House Design: Designs various types of moderately complex structures, culverts, and retaining walls. Acts as lead worker in drafting and detailing of complete sets of structural plans of reinforced concrete and steel bridges consisting of footings, piers, abutments, bents, columns, wingwalls, decks, and other pertinent engineering drawings. Determine the placement of steel reinforcement in accordance with design criteria. Plots grades and calculates bridge geometry associated with the development and preparation of structural plans. Computes and checks in detail all the material quantities used as a basis for making payments to contractors. This consists primarily of structural steel, concrete, and other structural items pertaining to bridges. Prepares Type, Size & Location (TS&L) reports to determine the most cost-effective superstructure support system based on site parameters and constraints. Prepares Foundation Recommendation submissions to determine the most cost-effective structure support system based on site parameters and constraints. For single-span bridges, utilizes BRADD computer program, where applicable, to developed TS&L drawings and final bridge drawings. Prepares Hydrologic & Hydraulic (H&H) reports to obtain Department of Environmental Protection (DEP) Chapter 105 waterway obstruction and encroachment permit for proposed structures. Prepares data for development of Section 404 Corps of Engineers, Department of Army Permit. Reviews H&H permit applications being submitted on behalf of the Department for completeness prior to submission to the appropriate review agency. Reviews consultant-developed TS&L, Foundation and final structure plan submissions to ensure conformance to Department standards, policies and procedures. Aids in the preparation of the bridge painting program including painting contract proposals and cost estimates. Corresponds with other agencies and Central Office relating to the development of a project. Using engineering principles, performs elementary stress analysis and design work for the rehabilitation of existing structures by making field trips to review and survey existing discrepancies so a remedy may be prepared. Assists in performing NBIS bridge safety inspections, as needed. Works with lower level drafters and drafter-designers engaged in the preparation of a wide variety of bridge and structural drawings from data secured from bridge investigations in the field, design computations, department specifications, and engineering principles found in PennDOT Design Manual Part 4, and the Load & Resistance Factor Design Specifications for Highway Bridges adopted by the American Association of State Highway and Transportation Officials. Assembles and makes the final plan check of complete sets of bridge structure drawings and documents before they are submitted to Central Office for review, approval, and distribution. Assists Construction and other units/customers in the final interpretation of approved bridge plans. Using engineering principles, reviews shop drawings and working drawings prepared by contractor and/or fabricator to ensure compliance with contract documents. Prepares special provision write-ups to cover special requirements for bridge work not covered by standard specifications. Prepares final Plans, Specifications & Estimates (PS&E) packages for submission to Contract Management for the purpose of bidding contract. Consultant Design: Performs technical design review of all submissions and plans for highway, bridge and multi-modal projects of all complexity levels. Prepares scopes of work, advertisements and agreements using ECMS for projects to be contracted with consultants. Prepares District estimates for the man-hours required to perform engineering tasks. Reviews consultant proposals and determines which consultants are most qualified to perform required work. Assists with the consultant selection process. Meets with consultants to answer any questions they may have on projects. Reviews and comments on consultants’ proposed man-hour estimates for engineering tasks. Reviews and comments on consultant technical approach to the scope of work. Reviews consultant invoices to prepare them for payment. Meets with the consultant to discuss scope. Using engineering principles, reviews design submissions from consultant to ensure that all current criteria and standards are being followed. Acts as a liaison between the design consultant and other agencies or Department units to resolve problems quickly. Meets with the consultant on a regular basis during the design phase to discuss the current status and resolve problems. Assists the Project Manager in managing a variety of projects. Processes work orders and agreements in a timely fashion. Provides the consultant with any information which will assist in providing a quality design. Informs the Project Manager of all concerns, problems and other activities that occur during the life of a project and participate as an active team member. Bridge Inspection Determines bridge ratings for bridges with and without plans utilizing approved methods for each type of analysis. Also, reviews bridge analysis computations submitted by consultants for local bridges. Reviews APRAS overload permit applications submitted for approval. Reviews load capacity of bridges in the 213 Maintenance program as well as design projects and determines if bridges can receive proposed overlays with or without milling, if membrane waterproofing is required, or if the bridge should not be overlaid at all. Updates/maintains accurate data and bridge inspection records in BMS2 and closed files. Prepare bridge repair sketches and drawings for maintenance work to be completed by county maintenance bridge crew. Attend Bridge Safety Inspection refresher trainings to maintain bridge inspection certification. Team member of a bridge inspection team on an as-needed basis. Team responsibilities include the physical inspection of bridges, culverts, overhead signs and retaining walls, maintaining bridge records, caring for equipment and maintaining established inspection cycles and safety. Prepare inspection reports to assure that Maintenance Items are on Form M of I-forms to cover all the needed maintenance work at the structures, and to assure that the proper priorities are assigned to the maintenance items based on guidelines provided in the BMS2 manual under item IM05. To obtain access, the use of ladders, hip boots, rigging, and inspection cranes will be used when required. Notify the Bridge Inspection Supervisor and Manager immediately of any critical priority 0 and 1 type maintenance item conditions found. Provide recommendations for addressing the priority 0 and 1 maintenance items when notifying the Bridge Inspection Unit Supervisor & Manager, if possible. Help the Bridge Inspection Team Supervisor with traffic control and the traffic control set-ups on an as-needed basis. Traffic control set-ups to be in accordance with Pub. 213. Assist with assembling and processing of engineering and reimbursement agreements for local bridge inspections, when required. Also assists with the review of local bridge inspection reports as submitted by the consultants, when required. Performs other related duties as assigned. Safety: 1. Evaluate the contractor’s operations: Immediately stop any unsafe actions. Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
