Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned to the Data Warehouse Development Unit (DWDU), Enterprise Knowledge Management (EKM) Section, Division of Enterprise Applications (DEA), Bureau of Information Systems (BIS), Department of Human Services (DHS), and Office of Administration (OA). The position coordinates the work of Applications Developers on the data warehouse development team and has significant and specific responsibility for the highly advanced lead technical work in the analysis, planning, design, development, programming, testing, debugging, maintenance, and documentation of Extraction, Transformation, and Load (ETL) processes utilizing the Informatica PowerCenter and Structured Query Language (SQL) toolsets for the Enterprise Data Warehouse (EDW), and provides support for EDW design, deployment, and access requests. This position is a key contributor to the creation of the EDW for use by all Pennsylvania (PA) Department of Human Services (DHS) program offices, PA Department of Health, PA Department of Aging, and the Pennsylvania Insurance Department (PID).

The individual in this position provides Enterprise Data Warehouse advanced technical support for the 69,818 ETL (Extraction / Transformation / Load) processes and the 13,826 tables created to support and be utilized by the 1,436 active users, 245 cubes and over 21,000 BI reports.

The individual in this position provides enterprise level EDW support for all mappings and data in the data warehouse as well as being the lead for the Informatica software administration. Major mission critical systems supported in the EDW include:

• OMAP EDW data that support Business Intelligence applications - The Office of Medical Assistance Programs administers the joint state/federal Medical Assistance (also known as Medicaid) program that purchases health care for close to 1.9 million Pennsylvania residents. Local County Assistance Offices determine eligibility for Medical Assistance. Medical Assistance purchases services through contracts with managed-care organizations and under an indemnity, or traditional, fee-for-service system. Medical Assistance data is utilized for adhoc Oracle-based SQL manipulation and analysis as well as in support of the Business Intelligence cubes, packages and BI reports that are critical in the analysis and compliance with federally mandated BI reporting requirements.

• OIM EDW data - Client Information System (CIS) – mission critical EDW data that is utilized for adhoc Oracle-based SQL manipulation and analysis as well as in support of the Business intelligence suite of Cognos cubes, packages and BI reports for the Office of Income Maintenance that included eligibility programs (MA, TANF, SNAP, and LIHEAP). This application is administered by approximately 6000 County Assistance Office workers spread across 93 offices. This application is used to process applications, collect case data, determine eligibility, authorize benefits, issue client notices and conduct ongoing case maintenance using the Electronic Client Notice System (eCIS). Included in the suite of applications is:
o eCIS – part of the CIS suite of applications. Mission critical application that provides a single location and user experience to perform application processing and case maintenance activities such as application processing for various DHS programs, maintaining and renewing active case records, indexing attaching and viewing scanned documents for validation, and receiving and viewing results of federal and state data exchanges.
o COMPASS – part of the CIS suite of applications. Mission critical application that provides a self-service portal for PA citizens for online application submission for 5 commonwealth agencies, citizen accounts for application updates and change reports, and a renewal process to maintain benefits.
o Low Income Heating and Energy Assistance Program (LIHEAP) – mission critical application that allows individuals to apply for assistance in paying their heating/air conditioning bills.
o Temporary Assistance for Needy Families (TANF) – mission critical application that allows families to apply for temporary assistance to do unforeseen circumstances.

• OCDEL EDW data that support Business Intelligence applications - Pennsylvania’s Enterprise to Link Information for Children Across Networks (PELICAN) – Develop and manage mission critical BI application that integrates the Department’s childcare and early learning programs under a single management information system. BI application Subsystems of the PELICAN application managed by this position are:

o Keys to Quality (KTQ) – mission critical application that administers the quality improvement program that supports best practices in childcare and professional development and houses all quality rating information for child care providers across Pennsylvania.

o CLS The goal of this mission critical initiative makes essential CLS data elements accessible to OCDEL in an ad hoc reporting package, beyond the data fields currently available in the CLS data warehouse. This BI application also allows for existing CLS data warehouse reports to be recreated and available in the ad hoc reporting package.

• Home and Community Services Information System (HCSIS) – Provide project oversight for EDW data that supports mission critical BI application that connects individuals to services in their community.

• Pennsylvania Child Support Enforcement System (PACSES) - Provide project oversight for EDW data that supports BI applications that allows easy access to child support program information and case details. Used by individuals, employers who want to manage wage-attached employees, or attorneys that want to request support services on behalf of their clients, or search docket/lien information

• Child Welfare Information Solution (CWIS) – Provide project oversight for EDW data that supports mission critical application that includes BI reporting for the initiative providing the ability to make and manage Child Abuse Referrals and obtain a Child Abuse History Clearance.

• Children’s Health Insurance Program (CHIP) – Provide project oversight for EDW data that supports mission critical application that includes BI reporting for providing health coverage for all uninsured kids and teens who are not eligible for or enrolled in Medical Assistance.

This position performs highly-complex EDW technical work including: functional and non-functional requirements translation and validation, development of highly-complex integrated system modules and business logic, database schemas, stored procedures, creation and evaluations of SEP documents and associated ARB review and presentations, software quality assurance (SQA) initiatives, coordinating with other cross-functional technical team leads, assessing and reporting project status, developing implementation play books with integrated Go or No-Go decision points and roll-back strategies, documenting computer applications, and team oversight for Software Life Cycle Management compliance. This position is also responsible for investigating enhancements and COTS (Commercial Off-The-Shelf) options for advancing the EDW platform and processes.

Serves as team lead on projects and directs the work of the EDW development team and contracted staff using SQL, Informatica PowerCenter, and the techniques of ETL and SQL development requiring strong technical and project leader skills utilizing the EDW Oracle database.

This position is responsible for all Informatica EDW and OLTP server software and all EDW deployments hosted on the DHS Informatica EDW environment.

Lead developer on highly complex systems software development teams ensuring the utilization and compliance with Software Engineering Processes (SEP) and Systems Development Life Cycle (SDLC) methods to include: 1) Requirements management, 2) Configuration/Change Management, 3) Defect tracking and resolution, 4) Test planning, coverage and proficiencies, 5) Version Control and production release cycles, 6) User and systems level documentation, 7) Programming/Development and Software Standards, 8) Implementation and deploy plans and strategies.

Identifies and evaluates alternative design options for highly complex business systems , evaluating the technical feasibility of each alternative and develops and presents and advises clients and leadership on recommendations for systems parameters, plausible outcomes, risk/impact assessments, including proposed schedule and projected level of efforts for development.

Functions as a lead for technical teams in the design, establishment, management, and configuration of new EDW data and models, technologies, applications and database architectures within the standard Environments.

Manages multiple EDW project technical issues and change management initiatives. Identifies and resolves highly complex problems independently in an assigned area and conducts preliminary analyses of complex and multi-faceted business systems to help determine nature of requirements, systems development strategies.

Actively participates and serves as EDW technical subject matter expert in project team/status meetings, domain teams, technical reviews (e.g., contractor deliverables, internal technical proposals, Request for Quotes (RFQ), Request for Proposals (RFP), Software Quality Assurance (SQA) audits), and enterprise wide technology migration initiatives.

Provides EDW consultative, planning, analysis, programming, and project management support for the development, implementation and maintenance of information systems and monitoring of Service Level Objectives/Agreements related to program offices mission critical platforms.

Participates in interview panels to hire qualified staff for the Unit.

Leads and mentors junior level applications developers in the design, development, assembly, testing, and deployment of highly complex software use to support agency missions.

Coordinates with supervisor relative to all Unit's project planning, execution, monitoring, and close-out initiatives. Performs studies of resource and level of effort requirements for alternative approaches and proposed IT solutions; and researches and prepares overall project recommendations from an IT standpoint relative to IT solution delivery to include but not limited to: tasks and associated work plans, roles and responsibilities, estimates of time, resources, interdependencies, team cross-coordination, and deliverable requirements.

Assists the Unit Chief with the preparation of advanced planning documents, execution phases, program office revisions requests, and Statements of Work (SOW). Supports and participates in total quality management, continuous quality improvement, team-based processes, and customer-focused service in all activities of BIS.

Creates, reviews, and approves SEP and ARB documents and project plans with oversight for Software Life Cycle Management (SLCM) compliance initiatives within the Unit.

Reviews and prepares EDW applications for migration to production, installs and field tests applications, and provides leadership and technical assistance to project teams and customers. Coordinates systems User Acceptance Testing (UAT) activities in accordance with SEP and SQA testing standards and conduct systems pilots in alignment with Pilot Evaluate Plans (PEP).

Independently develops and expands DW technical and soft skill foundations, proficiencies, and core competencies. Attends required training. Conducts in-house training/mentoring sessions with Unit staff.

Serves as an applications development expert on project teams that include management analysts, subject matter specialist, and lower level applications developers and other information technology personnel. Serves as administrator and/or technical consultant and resident expert in the EDW software life cycle management phases.

Meets with clients to determine manual or automated processing inefficiencies or problems, business objectives and operational needs, level of utilization of existing systems, and computer equipment capability to identify information technology alternatives and provide DW solutions for improving operations.

Uses and directs the utilization of information modeling and information technology, strategic planning methodologies in working with junior team members to develop system applications which align user systems with the agency’s mission, including use of computer assisted systems engineering, rapid application development, and shared application development approaches.

Acts as primary contact with users and user management regarding complex and multi-functional EDW system operations and new developments, corrections, and enhancements they may require. Serves as a consultant and technical advisor regarding new software and technology that may improve or streamline system operations. Advises on costs and cost effectiveness in making system revisions or changes.

Assists in the management of IT project planning, execution, monitoring, and close-out phases for team projects with oversight for team sub tasks and deliverables. Ensures on-time delivery and quality of IT solutions and services provided to our customers.

Reviews and recommends applications for migration to production, installs and field tests applications, and provides advanced technical assistance to project teams and customers.

Reviews work completed by junior programming staff and outside contractors engaged to assist state staff in system development projects and maintenance activities.

Prepares systems presentation materials, conducting presentations for users, management and staff for the purpose of conveying system design information necessary to obtain approval of design, programming, data base and computer operations support.

Assists in identifying employee training areas and the development of employee training plans.
