Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located in the Office of Income Maintenance, Bureau of Employment Programs (BEP), Division of Policy and Data Analytics, Cash Employment and Training (E&T) Policy Unit. Incumbents in this position review, analyze, and evaluate Cash (including but not limited to TANF and RCA) E&T program design, Cash E&T objectives, Cash E&T policies, Cash E&T operations, and Cash E&T programs to ensure compliance with all federal, state, and local regulations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews, analyzes, and evaluates Cash E&T program objectives, Cash E&T program policies and Cash E&T program operations. Identifies Cash E&T program problem areas in contracted and CAO E&T programs, including the authorization of special allowances. Assists in developing corrective action initiatives to address problem areas if needed. Research pending and passed state and federal legislation to provide information on how it may impact Cash E&T policy and programs. Creates proposals and initiatives for Cash E&T policy and programs with Human-centered Design at the forefront. Assists with review and edits of the TANF State Plan, Annual TANF Goal Plan within BEP prior to submission to BOP. Support E&T Contracted Program Units (EARN, Work Ready, KEYS, ELECT, and Refugee) that support cash assistance recipients. Support Systems Unit with all things relating to Cash E&T. Collaborates with Bureau of Policy regarding shared Cash E&T interests as it pertains to eligibility and Cash E&T policy. Utilizes electronic communication, web-based communication including DocuShare, CWDS, CIS/eCIS, on-site visits when necessary, and other methods to assess the degree to which Cash E&T program providers are fulfilling their contractual obligations, especially as it pertains to TANF Sampling or ORR auditing/monitoring and implementing specific corrective actions to be taken in areas in which they are not in compliance. Analyzes program data from federal and state audits, reviews and assessments, CIS/eCIS, CWDS, and Quality Control reviews. Reviews cases for compliance of Cash E&T policy and procedure. Recommends Cash E&T policy and procedural changes based on review findings and provides support related to other bureaus as necessary. Creates Operational Memorandums, Informational Memorandums, and Policy Clarifications as it pertains to Cash E&T policy. Reviews, updates, incorporates, and creates policy and procedure outline in Cash Assistance Handbook 135 in accordance with federal, state regulations. Analyzes and creates summaries, proposals, briefs, and research papers as they pertain to Cash E&T Policy. Recommends operational changes and negotiates proposed changes in Cash E&T program design as the need occurs to update or otherwise modify a specific program to meet a new need, policy, or regulatory requirement. Works in concert with Bureau of Program Support (BPS), Division of Statistics and Analysis (DSA) to create, analyze, summarize, and review data reports for Cash E&T. Assists with the development of automated processes for the collection and reporting of data received from the County Assistance Offices and contracted employment and training providers which are used to track and manipulate data to monitor programs. Participates in and provides technical assistance for the design and development of new projects as assigned. Prepares tables, graphs, reports and spreadsheets to collect and analyze data as requested. Provides technical assistance and training to programs and other bureaus or units in OIM. Reads, researches, and provides responses to CAO questions as they pertain to Cash E&T. Creates trainings relating to Cash E&T Policy in conjunction with OIM Staff Development. Prepares and presents PowerPoint presentations as requested. Travels to attend meetings, seminars, training sessions, and on-site reviews as necessary. Recommends approval or rejection of all sanctions of TANF clients. Performs other related duties as required. |

Responds to assignments given by the Human Services Program Specialist Supervisor. The Supervisor assigns the work in writing or verbally. All completed work is reviewed for format, content, and accuracy. |
