This position requires the operation of highway construction and maintenance equipment that is assigned to this operator level and the performance of a variety of manual laboring duties on a highway or bridge maintenance crew. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Operates trucks, loaders and additional equipment as required. Maintains required Commercial Driver’s License (CDL) with air brake restriction removed and to operate equipment on which trained and certified. Becomes certified on heavy truck, loader and two pieces of construction equipment during the probationary period. Properly performs and documents all required pre-and post-operations checks in accordance with Department and legal requirements on a daily basis. Performs flagger duties as directed for traffic control when not operating equipment. Performs a variety of manual laboring duties using both motorized and non-motorized hand tools such as shovels, rakes, hammers, lutes, chain saws, compressors, jack hammers, tampers, hand mowers and trimmers, routers, patching machines and heating kettles; selects and uses tools properly for job to minimize wear and breakage; and reports missing or broken equipment. Cleans culverts, cuts grass, cuts brush, erects signs and delineation, digs ditches, performs repairs to guiderails and barriers. Performs all necessary field adjustments to permit safe operation and minimize wear. Performs minor repairs and preventative maintenance work on equipment which includes cleaning and servicing equipment. Demonstrates operation of assigned equipment to other employees. Assists Diesel and Construction Equipment Mechanics in making repairs to equipment. Maintains equipment records. Operates a variety of manual and foot controls, utilizes seat belts and installs and removes tire chains on dual wheels. Learns to maintain a safe work environment for self, co-workers and the motoring public by following proper safety procedures and using proper protective equipment. Maintains awareness of work area by helping self and others avoid risks and hazards. Properly reports all personal injuries and equipment accidents immediately to include near-misses and gets proper treatment to minimize risk of further injury. Makes visual observations, manual adjustments, and reports findings in both written and oral format. Implements the environmental protection requirements of maintenance work activities performed by the employee. Also fulfills the environmental management requirements designated for this title in environmental training programs. Performs other related duties as required. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Example: Experience using Java; Professional Engineer License Experience: 1. All seasonal employees must obtain an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks (HT) and loaders (LD) within the probationary period. 2. All permanent employees must obtain an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks (HT) and loaders (LD) and two additional pieces of construction equipment within the probationary period. 3. All positions require possession of an active Pennsylvania Class A or B Commercial Driver’s License or equivalent with the Air Brake Restriction (L) removed. Certain positions may require that the E or O restriction are removed. 4. Certain positions in this job require employees to demonstrate successful operation of equipment with a manual transmission. 5. All employees must obtain an active Tank Vehicle Endorsement (N) during the probationary period and continuously maintain it while employed in this job. 6. Certain positions or equipment certifications may require employees to obtain an active Hazardous Materials (H) endorsement. 7. Based on hire date, positions may require possession of an active Medical Examiner’s Certificate in accordance with the Federal Motor Carrier Safety Administration Regulations. 8. Certain employees may require additional certifications issued by the Pennsylvania Department of Transportation on assigned pieces of equipment. Licenses, registrations, or certifications: 1.
