Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. SOURCE WATER ASSESSMENT Researches and evaluates available and relevant hydrogeologic, hydraulic, and monitoring data for use in the delineation of wellhead protection areas (WHPA’s) for ground water sources serving public water systems (PWS). Identifies the hydrogeologic setting of drinking water sources for system(s) and develops a conceptual ground water flow model. Determines (or estimates) from existing data water tables or potentiometric surfaces for source and overlying aquifers. When necessary, uses an initial conceptual model to construct an analytical or numerical model of groundwater flow and/or probable contaminant transport. Uses an initial conceptual model to create a refined conceptual model and then constructs the rigorous WHPA delineation based on the refined conceptual model. Enters delineation into the appropriate Geographic Information System (GIS) and completes the metadata file for the digital data. Writes a report detailing the calculation and construction of the rigorous WHPA delineation. Researches and collects available information on potential sources of contamination (PSOC’s) of drinking water sources within and in proximity to the WHPA(s). Coordinates with other regional programs in accessing available information, preferably in a digital format. Conducts and/or assists other regional staff in field investigations of hydrogeologic features and PSOC’s of drinking water sources. Uses global positioning satellite receivers and other field equipment to gather locations and attribute data of features. Maps on GIS all relevant, appropriate and acceptable information for delineating WPHA’s, identify PSOC’s, and evaluates the susceptibility of drinking water sources to PSOC’. Updates or creates metadata files for the digital coverage(s). Assesses the susceptibility of the drinking water sources to PSOC’s identified within or in proximity to the WHPA and the surface water intakes as appropriate. Calculate priority ranking of the PSOC and include attributes in GIS database. Completes assessment report for the drinking water sources and the associated consumer confidence report summaries. Posts public summaries of assessments on the DEP's Environmental Print Shop. Attends meetings with affected PWS’s, involved municipalities, and other interested groups and makes presentations on the WHPA and/or watershed (surface) delineation, the PSOC’s, and the results of the susceptibility analysis. Coordinates with other regional, county and local programs to address the priority sources of existing and potential contamination that may impact PWS groundwater and surface water sources within their jurisdiction. Periodically investigates degradation in water quality of PWS sources and revises existing source water assessments accordingly. Reviews and comments on the work plan for source water assessments that are to be conducted for PWS’s that are designated as primarily surface water. Reviews and comments on the final assessments of the surface water and groundwater sources serving PWS’s assessed under DEP contract. Conducts source water protection (SWP) assessments for all new sources permitted for community water systems (CWS) following the initial assessment completion of 1999/2000. Updates source water assessment reports based upon sanitary surveys and inspections. SOURCE WATER PROTECTION Promotes SWP to CWS’s and supports development of local SWP programs/strategies for systems without a SWP plan. Contacts CWS’s without local SWP programs, markets the concept and provides/reviews available resources to promote development of a SWP program. Tracks and reports on progress of targeting priority systems. Supports substantial implementation of local source water protection programs for CWS’s who have not substantially implemented their SWP strategies. Targets and outreaches to CWS’s using source waters with high susceptibility to potential contamination so as to promote and assist in their implementation of a plan to address the highest potential risks. Reviews and approves plans for local source water protection programs (SWPP) submitted by PWS and non-PWS seeking the Department's approval so as to ensure the plans, as submitted, include the minimum elements for an established program. Reviews/approves needed changes to the SWPP plans. Notifies the CWS, Bureau of Safe Drinking Water, and SDW program staff of the SWPP approval. Coordinates with regional community relations staff for public acknowledgement of SWPP approvals and certificates. Promotes, outreaches, contacts and assists with development of contractor work plans for CWS’s seeking technical assistance through the Source Water Protection Technical Assistance Program (SWPTAP). Support completion of, and comments on the SWPTAP Information Request Form. Attends work scope meetings (task and budget delineation) with the SWPTAP contractor. Attends technical meetings with CWS and SWPTAP contractor and monitors progress of work. Reports on the implementation of SWPP by CWS based upon sanitary surveys and inspections completed. Coordinates with DEP SWP partners on promotion, outreach and technical assistance to municipalities and water systems (i.e. League of Women Voters, Pennsylvania Rural Water Association, etc.) and creates/participates in workshops/events held in support of implementation of local SWPP. SAFE DRINKING WATER APPLICATION REVIEWS Reviews hydrogeologic reports, permit applications, and Brief Description Forms submitted by PWS’s for accuracy and compliance with Department regulations. Reviews water quality analyses and land use information submitted by PWS’s and assesses the potential contamination threat of Synthetic, Inorganic and Volatile Organic Chemicals. Reviews requests made by PWS’s to waive analytical and monitoring requirements according to regulations. Investigates potential sites for the location of PWS sources according to Department requirements. Conducts or assists other regional staff in field investigations of hydrogeologic features and of PSOC’s of drinking water sources in support of PWS permitting. Uses global positioning satellite receiver to gather location and attribute data on features. Uses water level measuring equipment and other field equipment. Collects water samples for microscopic particulate analysis, bacteriologic analysis, and chemical analysis according to established sampling protocols. Reviews data submitted by PWS’s to assess surface water influence on groundwater sources. Reviews wells for susceptibility to contaminants that are known or thought to have been used, transported, stored or disposed within the Zone I/II contributing areas. Uses the information acquired as part of the permitting process, creates or updates the water system's source water assessment plan. Reviews permit applications and prepare an Internal Review and Recommendation. Drafts deficiency letters with appropriate regulatory citations. ACT 220 WATER RESOURCES PLANNING: Conducts and coordinates regional activities related to this Act and its accompanying Chapter 110 regulations DROUGHT COORDINATION: Acts as the regional drought coordinator collecting and reporting related information to the statewide drought coordinator. MISCELLANEOUS Attends training in Safe Drinking Water related topics. Follows Standard Operating Procedures. Enters appropriate data into eFacts. Accesses the PADWIS database to verify the accuracy of information regarding PWS permits. Identifies issues encountered during the review process and recommends solutions to the Section Chief. Continues productive work habits during telework scenarios. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
