Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the direction of the Waterways & Wetlands Program Manager, this position is responsible for the work performance of the Dam Safety, Waterways and Wetlands Section of the Southcentral Regional Office. The Section is primarily responsible for coordinating and implementing the laws, rules and regulations, policies and guidance of the Department in the encroachment, dam safety, wetland protection programs. The position is also responsible for coordinating and implementing the laws, rules and regulations, policies and guidance of the Department in the construction stormwater program where project coordination is necessary and as assigned.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assigns and manages applications to permit reviewers ensuring proper workload distribution in order to meet the program requirements of the PAyback program, PRP/PDG policy (as applicable), and consistent with program SOPs.

Implements the SPEED program in accordance with Act 54-the Fiscal Code- and the program SOPs, timeframes, and guidelines.

Assigns applications to permit reviewers ensuring proper workload distribution and maximum efficiency.

Reviews Record of Decision (ROD) and make recommendations to Program Manager.

Suggests new General Permits (GP) or workflow processes that would reduce workload and improve processing.

Manages permit process within section to ensure goals and objectives are met.

Follows Standard Operating Procedures (SOPs).

More specifically -
Regularly manages and tracks workload and review timeframes by using DEP tracking tools and databases.

Acknowledges GP coverage or delegates acknowledgement of GP coverage duties to subordinate staff that are qualified and experienced enough to do so.

Reviews proposed permit actions to ensure consistency and compliance with Department policy and guidance. Makes recommendations to the Waterways & Wetlands Program Manager regarding proposed permit actions.

Reviews work performed by the staff to ascertain that the work is in compliance with established policies and procedures and that the appropriate laws, rules and regulations and policies are properly interpreted.

Ensures coordination of permit reviews between the environmental staff assigned to the Dam Safety, Waterways and Wetlands Section and the Permits Section.

Works closely with the Permits Section Chief to coordinate the management of permitting, dam inspections, and other related workload within the Southcentral Region.

Performs oversight/Section Chief functions of the Permits Section as assigned.

Provides information and advice to contractors, consultants, Conservation District staff and the public on issues related to erosion and sediment control, post-construction stormwater management and waterway and wetland encroachments.

Communicates regularly with staff to ensure that they are fully aware of Departmental policies and initiatives so they can implement them appropriately in their daily work. Provides other general information that can enhance each subordinate’s ability to represent, and work effectively within, the Department.

Appropriately represents DEP and the Southcentral Region when communicating directly or in writing with assigned staff; Federal, state and local officials; the regulated community and the public.

Works closely with Central Office and other field offices on Waterways & Wetlands issues to ensure consistency across the Commonwealth.

Serves as a positive professional role model for assigned staff. This includes being adaptable and flexible, having sound judgment, maintaining a positive attitude, and presenting a business-like appearance.

Supervises Section staff by organizing, prioritizing and delegating work to assure completion in accordance with established regional priorities.

Ensures PennDOT project work is managed and done in accordance with standards and expectations outlined in the PennDOT/DEP MOU.

Provides direction to the Section staff concerning conclusions and recommendations expressed in their reports, letters, and memoranda.

Trains new employees regarding their job duties and responsibilities.

Conducts periodic staff meetings to keep the employees updated on programmatic changes and to receive and discuss concerns or questions they may have.

Directs staff to ensure the proper planning, design and construction of obstruction and encroachments in and along bodies of water, stream channels and 100-year floodplains and wetlands of the Commonwealth.

Conducts independent or joint inspections/investigations of dams, encroachments, wetlands cases and prepares necessary reports and correspondence as a result of such activities. Inspections include dams to be inspected in accordance with the Dam Safety Inspection Program.

Directs and coordinates Section staff in the investigation of complaints relative to Section’s programs. Ensures preparation of necessary reports and follow-up work.

Reviews proposed enforcement actions to ensure compliance with Department priorities and plans. Makes recommendations to the Conservation, Restoration, and Inspection Section Chief and Waterways & Wetlands Program Manager regarding proposed enforcement actions.

Participates in enforcement meetings with the regulated community, when necessary.

Provides testimony as needed before the Environmental Hearing Board, Commonwealth Court, County Court and District Justices.

Prepares or directs the preparation of replies to logged obligations in accordance with established timeframes.

Completes scheduled activity reports as required.

Coordinates erosion and sedimentation activities with the Conservation Districts in the Region including, as necessary, enforcement actions, plan reviews and inspections.

Participates in evaluations of the Conservation Districts with Central Office personnel.

Attends meetings to communicate to the general public, governmental officials, various groups and others the varied responsibilities under the Section.

Reviews the Section’s equipment, supply and staffing needs and communicate needs to the Waterways & Wetlands Program Manager.

Prepares, monitors, reviews and signs employee performance evaluations.

Prepares necessary paperwork, interviews and recommends employee selections to fill vacancies.

Operates a motor vehicle to travel to various field sites.

Performs other related duties as assigned.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Assignments are by program responsibilities and employee is responsible for independently selecting, interpreting and managing the permitting program within the Section according to Department laws, regulations, policies, SOPs, and guidance. Some of the work is routed through the supervisor (particularly when dealing with policies and procedures that are not clearly established) so that procedures for handling these more complex issues can be agreed to before implementation.

Staff meetings are periodically held to discuss various issues. Yearly, or more frequently as needed, the supervisor completes an Employee Performance Evaluation which is discussed with the employee.
