Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position functions as a facility maintenance and construction consultant by providing technical & administrative assistance in the design & delivery of DOC facility construction and renovation projects. This work includes coordinating the planning, design, & construction processes amongst project stakeholders; attending conferences & meetings; inspecting site work for adherence to DOC policy, facility resources, and contract documents; monitoring project schedules & budgets; and serving as liaison between facility maintenance managers, institutional executive staff, Dept of General Services, and other contractors or interested parties. This position will write detailed reports and present information to the executive staff. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Advises facility management staff in the implementation of all building, electrical, plumbing, and mechanical maintenance & repair; provides guidance to maintenance personnel; provides support in demolition and/or removal of hazardous materials; and reviews work for adherence to construction documents, technical trade standards, codes, and policies. Plans, coordinates, monitors, and manages major facility construction projects activities to include: -Participates in preliminary planning and scoping. -Develops budgetary estimates. -Write detailed reports and navigate the network drives and folders. Must be familiar with Sharepoint, Microsoft Word, Microsoft Excel, Power Point, Power DMS, and DOC programs. -Attends meetings with design professionals, contractors, and inspectors. -Reviews and comments on design documents preceding construction. -Coordinates resources and oversees contractor activities on projects throughout the construction process. -Coordinates, monitors, and supports activities of outside contractors as a representative of the facility. -Performs inspections to determine the degree of reliability of the project operating equipment and dependability of all aspects of the project. -Travels to facilities and performs progress inspections to determine completeness and conformance of the project to contract documents; verifies work to ensure it adheres to construction standards and advises on whether a construction project is accepted as complete by the Department of Corrections. -Communicates and informs staff of current status and developments related to facility operations, infrastructure, and projects. - Responds to emergencies at State Correctional Institutions 24/7 as needed. Manages institutional projects utilizing inmate work crews, which entails on site supervision and inspection of construction and repairs that include responsibility for the control of inmates engaged in performing maintenance, construction, and emergency repair tasks. Serves as the manager of Guaranteed Energy Savings Act (GESA) projects by participating in the development and review of a proposed scope of work, participates in and supports the proposal review process, assists a facility in managing the project construction, and audits the measurement and verification process to verify guaranteed payback values are met. Explores energy saving initiatives through utility rebates. Develops and implements DOC maintenance policies to ensure the infrastructure of every institution remains safe and secure, and that institutions are meeting all policies, codes, and regulations. Provides technical expertise in the areas of plant maintenance, energy conservation, and building modifications to increase functional use with major emphasis in building construction management. This includes reviewing project requests prepared by the institutions and assisting in the determination of the method of design and source of labor for construction. This also includes reviewing and making recommendations from the monthly construction progress reports submitted by the institutions' Corrections Facility Maintenance Managers. Assists in developing training programs that provides technical education and training of the institution's Corrections Facility Maintenance Managers as it relates to the Corrections environment. Attends and participates in conferences and seminars with state and private industry engineers and building materials and equipment suppliers. Assists in the periodic inspections of all Department owned utility plants including heating, cooling, water, sewage, and electrical plants. The inspection goals are to increase operating efficiency, obtain optimum maintenance and equipment usage, and confirm that Department policies and directives are being followed and met. Prepares advisory reports for the Director of the Bureau of Operations. May serve as a member of the Department's Continuity of Government Relocation Team. In the event that the essential functions of Central Office must be temporarily relocated to a field location, due to an emergency, this position will participate on the Relocation Team and perform all duties as directed by the team leader. Conducts investigations into mechanical failures caused by unusual conditions or suspected faulty designs and develops innovative solutions or alternatives to resolve problems. Conducts site inspections during construction to resolve mechanical problems, determine completeness of the project, adherence to design, construction standards, and ultimate acceptability of the project by DOC. Investigates and anticipates the future mechanical needs of the facilities, makes plans to address future operations and maintenance issues, and required construction projects. Provides assistance to the Corrections Facility Maintenance Managers in solving mechanical field problems and recommends necessary action. Performs related work as required. ESSENTIAL FUNCTIONS: 1. Work mandatory overtime, with little or no advance notice, whether on or off duty at the time of notification. 10. Use and maintain various equipment and tools used in facility maintenance 11. Operate basic office equipment 12. Properly wear all portions of assigned uniform 13. Establish and maintain effective working relationships 14. Visually observe inmates' activities 15. Be mobile over all types of physical surfaces and levels 16. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet) 17. Attend and participate in all mandatory training and/or testing 18. Travel as required |
