Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Prepares bid proposals for construction projects; reviews plans and related data and discusses with designer and other district units; prepares special provisions, working time, and estimate including federal estimate for federal aid projects; and reviews of any agreements on the projects. Assembles proposal and related documents for typing and proofs results; and prepares advertisement form, letter of transmittal to Central Office, and the ID-21. Performs plan check on non-complex to moderate complex plans to assure accurate information is provided to bidders. Checks includes quantities, summary sheet, tab sheets, typical sections, verification of pavement history, pavement design accuracy, and complete bid documents are provided. Reviews proposal with Central Office, answers questions from potential bidders, and participates in pre-bid conferences as required. Organizes “special provision library,” does preliminary estimates, and makes field trips to keep abreast of construction procedures and production. Participates in resolving design problems. Prepares design of plans and design review of various types of highway and bridge projects. A. Completes field views for various types of projects, with emphasis on maintenance resurfacing projects, but may complete for more complex reconstruction projects. B. Uses CADD tools to complete the design of projects. C. Develops all aspects of plans, including roadway plan, traffic control plan, erosion and sedimentation control plan and other plans (excluding bridge plans) for the complete development of plans for bidding a project. Determines quantities of work necessary to complete a project. D. Determines grades and geometry of highway plans for reconstruction and/or resurfacing as needed to meet standards. E. May be required to perform final plan reviews and other related duties as required. F. Completes design of ADA ramps using conventional survey methods. G. May be required to use State Vehicle to travel to project site or trainings. Safety 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Evaluate contractor operations: -Immediately stop unsafe actions -Engage in ongoing safety dialogue with the contractor’s leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: -Immediately stop any unsafe actions. -Incorporate safety into all discussions, deliberations, and decisions. -Continuously communicate the safety direction. -Inspire employees to be a MODEL for safety. -Encourage and support safety initiatives and programs by participating and involving staff. -Recognize safety daily. -Acknowledge EXTRAORDINARY achievements. -Learn and improve through After-Action Reviews (AAR’s) -Enforce accountability. Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. A new project for bid package development is verbally assigned by the Highway Design Supervisor. The draft proposal is reviewed by designers, ACE’s, and other involved units. Finally, it is reviewed by the proposal unit supervisor and the contract management manager. Completing the bid package requires coordination with other units and with internal and external customers (ie, Central office or DEP). The Highway Designer is responsible for completing the proposal and preparing the bid package. |
