Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned to the SharePoint Support Unit within the Public Safety Delivery Center (PSDC) Solutions Management Division and provides primary support of PSDC’s SharePoint infrastructure. As part of the SharePoint Support Unit, the position also provides support for PSDC IT Portals, including support for PSP, DOC, PBPP, and PCCD external and internal portal sites.

The PSDC SharePoint Support Unit supports the following client agencies: Department of Corrections (DOC), Pennsylvania Board of Probation & Parole (PBPP), Sexual Offender Assessment Board (SOAB), the Office of Victim Advocate (OVA), Firearm Education and Training Commission, Pennsylvania State Police (PSP), Pennsylvania Commission on Crime and Delinquency, and the Pennsylvania Justice Network (JNET).

Description of Duties

Provides primary support for the Public Safety Delivery Center’s (PSDC) SharePoint Development, Test, and Production environments, including installation, configuration, administration, and security management. This includes support for the PSP SharePoint instance, DOC/PBPP SharePoint instance, and OA-hosted on-premises and cloud-based SharePoint sites. Develops and implements custom solutions using Power Apps and Power Automate to streamline workflows and automate business processes.

Specific Duties:

35% – SharePoint Administration and Configuration

-Supports PSDC’s SharePoint production, test, and staging environments.

-Installs, configures, and maintains SharePoint farms.

-Upgrades, migrates, and converts SharePoint environments to newer versions of SharePoint Server.

-Applies service packs and cumulative updates to maintain stability and security.

-Configures and manages SharePoint farm security, permissions, and roles.

-Creates and manages web applications, site collections, and subsites as requested.

-Researches, troubleshoots, and resolves SharePoint issues while providing guidance to site administrators and content managers.

-Develops applications using Power Apps, Dataverse, Power Automate, Excel, Forms, and SharePoint Online.

20% – Agency Portal Administration

-Serves as a hands-on administrator for PSDC agency portals, including PSP iNet, and the DOC, PBPP, and PCCD intranet sites.

-Designs, develops, deploys, and maintains agency portals while ensuring security and compliance with OA standards.

-Processes service requests for agency portals and coordinates with Pennsylvania Interactive (PAI) for technical issues and access permissions.

-Rewrites and modernizes legacy applications into Power Platform solutions.

-Collaborates with agency Communications Offices on visual design, navigation, security, and taxonomy, drafting related portal policies and standards.

-Assists agency personnel and content administrators in managing internet and intranet sites to meet business needs, usability, and federal/state accessibility standards.

-Configures agency portal layouts and page designs within OA standards and guidelines.

-Provides technical expertise to design and implement Power Platform solutions that meet customer requirements.

-Guides agency teams in effective use of Power BI, Power Apps, Power Automate, and Power Virtual Agents.

15% – Technical Consultation and Training

-Provides consultative services to management and technical staff on the use of portal and collaboration technologies.

-Develops and delivers training for personnel involved in technical and administrative portal management.

-Reviews and coordinates requests for portal-related training provided by the Office of Administration (OA).

15% – Application Development

-Designs and executes SharePoint workflows and automation processes.

-Develops and runs PowerShell scripts for SharePoint development, maintenance, and enhancement.

-Research and tests technical solutions to improve performance, security, and user experience.

-Reviews and tests programs to ensure they are efficiently constructed and meet business and technical requirements.

10% – Monitoring and Troubleshooting

-Monitors performance and availability of SharePoint on-premises and online environments.

-Configures and maintains backup and restoration processes to ensure data integrity and continuity.

5% – Special Projects and Continuity Operations

-Participates in special projects and studies as assigned.

-Performs duties outlined in PSDC agencies’ Continuity of Government (COG) plan when activated.

-Responds to alternate or secondary locations as directed during emergency or catastrophic incidents.

-Adheres to and promotes digital accessibility regulations and standards in all developed solutions.

General guidelines and proposed objectives are provided by the Supervisor. Work is reviewed by the immediate supervisor to see that the initial objectives have been reached, and any problem areas that do exist are analyzed and corrected as efficiently as possible.
