Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The employee in this position is a professional, management level staff person assigned to the DHS/Field HR Operations Allegheny County Assistance Office (CAO). This position serves as the Employee Relations Coordinator, Americans with Disabilities Act (ADA) and Work-Related Injury Coordinator for Allegheny CAO, which has nine (9) district offices, and Allegheny Customer Service Center (CSC). Will serve as the back-up for the Health and Safety, WPV, AWS and COOP Coordinator. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. *Serves as the Employee Relations Coordinator for the Allegheny CAO and Allegheny CSC for all Employee Relations matters related to employees covered by the AFSCME and SEIU Bargaining Unit Agreement and Memorandum of Understanding. *Reviews, investigates and responds to grievances. *Conducts investigations by interviewing grievants, supervisors and witnesses to gather witness statements and evidence. *Prepares investigations packages including Grievance Investigation Reports and copies of relevant documents to ensure they are filed in the grievance files. *Serves as a Management Representative at Allegheny CAO Meet and Discuss meetings, arbitrations and other types of appeals. *Administers disciplinary policy by recommending sound, dependable, non-discriminatory disciplinary and/or corrective action consistent with local, Department and Commonwealth policy. *Advises Management and Supervisory Staff on Labor Issues and interprets contracts accordingly. *Provides guidance and recommendations to Management Staff on disciplinary matters. *When warranted attends Disciplinary Meetings and delivers disciplinary letters. *Addresses issues related to seniority, contract interpretation, etc. *Interprets the AWS Memorandums for Managers and Supervisors and responds to questions regarding AWS. *When required attends Unemployment Compensation Hearings, Civil Service Hearings, PHRC, EEOC and other related hearings. *Investigates all complaints filed with the EEOC, PHRC and State Civil Service Commission (SCSC). Responds to the complaints and provides thorough and timely position statements as necessary. Coordinates with department and/or staff from the Attorney General’s Office legal staff in preparation for trial when necessary. Represents the Allegheny CAO in forums such as Arbitrations, Civil Service Appeals, Unfair Labor Practice Hearings, etc. *Serves as the American with Disabilities Act (ADA) Coordinator – ensures that all employees are made aware of the Act and procedures on applying for accommodation via training and memos. Reviews all accommodation requests, processes with recommendations to the DHS-ADA Coordinator, implements approved accommodation requests and maintains records in a confidential manner. *Administers the Work-Related Injury Program (WRIP). Submits accident reports to Inservco and maintains contact with Inservco regarding claims. Informs all staff of program requirements via memos and personal contacts. Coordinates with Inservco and attorneys. Attends all WRI hearings and testifies as appropriate or arranges for the appropriate agency representative to testify. Coordinates with DHS Employee Benefits when necessary to arrange for Independent medical exams and /or surveillances. Notifies Inservco when a problem arises with the Panel of Physicians listing or to add or remove physicians from the panel. Assists managers and supervisors to develop modified work plans. Oversees the conduct of interviews with employees on WRI Leave. *Serves as the back-up Health and Safety Coordinator for the CAO and CSC. Assists in developing safety plans for the District Offices and Divisions of the Allegheny CAO and CSC which makes recommendations and/or requests for services/actions to be taken to improve safety for employees, clients and visitors. *Serves as a back-up Continuity of Operations (COOP) Committee which is responsible for maintaining operations of all Allegheny CAO offices and CSC in emergency situations. Reviews and maintains evacuation plans for all district offices. *Presents portions of New Hire Orientation and other Human Resource training as needed. ESSENTIAL FUNCTIONS: 1. Serves as the Employee Relations Coordinator. 2. Serves as a Management Representative at Meet and Discuss Meetings, Arbitrations, Civil Service Appeals and other hearings. 3. Interviews grievants, supervisors and witnesses, gathers witness statements and relevant information. 4. Investigates and responds to grievances and EEOC, PHRC and Civil Service complaints. 5. Testifies at hearings as the agency representative or arranges for the appropriate individuals to testify. 6. Retrieves and analyzes IRIS, SAP and other reports as needed. 7. Develops, delivers training and maintains training materials. 8. Answers staff questions on HR related topics. 9. Prepares written correspondence and reports. 10. Maintains work-related information, files and documents in files. 11. Administers the work-related Injury and ADA programs. 12. Travels, as required. 13. Is present at work as scheduled to perform assigned duties. |
