Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. As part of the Traffic Management Center, the incumbent keeps the region moving safely and efficiently through the coordinated use of Intelligent Transportation System (ITS), improved communications, and incident management techniques. This is accomplished through the monitoring of video from closed circuit TV and making independent decisions during traffic incidents regarding proper incident management procedures such as activation and content of ITS devices and communication with incident stakeholders. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. RTMC General Operations • Monitoring: Continuously monitor traffic conditions using various systems, including Closed-Circuit Television (CCTV), 911 CAD’s, public safety scanners, Google Maps-WAZE etc. Monitor CCTV and Contact PSP to provide support when needed due to congestion within construction projects. Monitor RWIS/Vaisala for changing conditions during winter storm events, provide updates via situational awareness emails. Monitor/Manage RCRS Regionally for closures. Maintain high confidentiality when accessing 911 CAD WebView information. Knowledge on how to track equipment via AVL Software. Monitor traffic queuing and congestion levels in the aftermath of an initial incident. • Incident Management: Detect, confirm, and assess the severity of incidents (e.g., crashes, debris, hazardous spills). Determine the area of influence of an incident and then provide traveler information by activation of Changeable Message Boards, Variable Speed Limit Signs, Traffic Signals, and Virtual Highway Advisory Radio (VHAR) devices. Liaise with the Pennsylvania State Police (PSP) communications to recommend the deployment of a trooper and the use of flashing lights at the end of a traffic queue to prevent secondary crashes. Track all Construction Activity within the District to maintain situational awareness of diversion and detour routes. • Coordination, Support and Dispatch: Coordinate and/or dispatch appropriate response personnel such as County Maintenance. Support the Incident Command Center as an ICC liaison when the ICC is activated. Address Trees and Utility issues within the district: Decide if an incident is a true emergency. If determined to be an emergency, contact the appropriate 911 center or utility company directly. • Information Dissemination: Provide accurate and timely traveler information to the public through the activation of Changeable Message Signs (CMS), Variable Speed Limit Signs (VSL), Highway Advisory Radio (HAR) systems, and 511 traveler information systems. Activate AMBER Alerts and/or MEPA Alerts when initiated by the Pennsylvania State Police or PennDOT (EPLO). Provide situational awareness updates via email. • Communication: Maintain effective communication with internal staff and stakeholders (e.g., state police, local government), and maintenance personnel via Email, two-way radios, and telephones etc. Facilitate communications and appropriately and proactively notify PSP, 911, PEMA, and public traffic agencies of all incidents. Communicate with the National Weather Service during winter storms via phone call or RTMC MS Teams. Relay pertinent information via situational awareness emails. Coordinate follow-up notifications to County Maintenance and/or Construction personnel if traffic queues become excessive or hazardous. • Data Entry and Reporting: Accurately log all incident information, communications, and response activities into Advanced Traffic Management Systems (ATMS). Report and notify necessary maintenance personnel of highway incidents and/or weather conditions that may present an imminent danger to the public. Track and record all incident information. This includes updating the incident log form with information regarding who was notified, the time that the responding resource arrived at the scene of the incident, etc. Close out the appropriate section of the incident log form after the incident has been completely addressed and cleared. • System Monitoring: Verify the functionality of all ITS equipment and report any issues for repair or maintenance. Conduct Preventative Maintenance on devices involving testing devices in ATMS along with coordinating with preventative maintenance efforts. Provide monitoring and remote diagnostics of field equipment to detect field equipment failures, issue problem reports, and track the repair or replacement of the failed device. |
