Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs supervisory work related to the appraisal and acquisition of real estate and real property for public use.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Plans, organizes, and assigns work to staff. Supervise staff appraisers on workflow and appraisal issues for specific plans and parcels.

Supervises the resolution of the most difficult problems to insure the most timely, effective and best procedural methods are utilized; consults with Central Office review appraisers and Chief of Appraisal and Appraisal Reviewer regarding appraisal techniques to be used in the resolution of unusual or difficult problems and supervises, or prepares, appraisal reports justifying determined real estate values and damage estimates as required.

Performs the most difficult appraisal activities. Determination of compensable elements of damage is normally made, along with before and after values and estimates of damage.
Reviews and evaluates appraisal status reports from acquisition consultants.

Completes evaluations of consultants/fee appraiser performance to maintain project delivery and observes contractual and administrative rights and obligations for employees and contractors and modifies work environment, or processes, to conform to changing conditions. Responsible for contracting, supervision, and proofing appraisals made by fee appraisers as needed. Simultaneously coordinate and control a large number of complex appraisal projects is essential.

Monitor union/management regulations so relations with sub-ordinates and other union covered employees are not breached.

Responsible for the review of and signature approval for real estate appraisals.

Review plans for appraisal related issues.

Attend scoping/field views to assist engineers in understanding Right-of-Way issues.
Arrange and Attend appraisal scoping field views.

Communicate with project managers, engineers, draftsman, attorneys, review appraisers, fee appraisers, staff appraisers, negotiators, and consultants on the ramifications of issues in the plans. Manage multi projects at one time to ensure no let dates are missed if possible.

Attend public meetings when needed to explain appraisal issues to the general public.

Reviews employee performance; conducts interviews and recommends employee selection; receives grievances, approve staff payrolls; approve/deny leave requests; and perform other related supervisory duties.

Stay aware of changes to Pub 378, USPAP, and the Uniform Act to ensure appraisers and appraisals are compliant with these regulations.

Write Appraisal Problem Analysis for appraisals that are given to fee appraisers for completion, so they know what the Department is looking for and how they should proceed.

Perform fee Appraiser solicitations in conjunction with procurement code or assist consultants in doing the same.

Assists and advises attorneys on questions pertaining to appraisals during the course of litigation, including testimony at hearings and trials. Enter approved appraisal data in the Right-of-Way Office computer system. Maintain active appraisal contracts for litigation and testimony based on sole source requests.

Maintain a liaison with the Right-of-Way Administrator I, Acquisition Consultant Project Manager/Coordinator to provide a smooth transition between the appraisal process and the acquisition process. Field view subject properties and comparables used in appraisal reports.

Determines which claims can be acquired under the Appraisal Waiver and makes assignments accordingly and assigns staff appraisers their work load and ensures the necessary documents are completed correctly to solicit and contract with fee appraisers under the "Appraiser Invitation to Qualify" or "Review Appraiser Invitation to Qualify".

Hold bid openings in conjunction with the Right-of-Way Administrator and Purchaser to award bids. Complete shopping carts that assist the Purchaser in completing purchase orders to hire the fee appraisers and sign valuators. Issues Notices to proceed to appraisers and sign valuators to begin work upon completion of the purchase order. Track appraisals for completion times. Review completed appraisals by staff and fee appraisers when applicable per policy. Ensure that CORA coordination and or ARS contracts are in place for timely review of all reports that must go outside of the District for review. Coordinate AEUD meetings and determinations. Attend appropriate regional CORA meetings and the Annual Right-of-Way Administrators meeting.

Must become familiar in the use of ASTA schedules, along with being able to make the required entries in computer programs including, but not limited to: Outlook, Word , Excel, and Right-of-Way Office. Attend district meetings including project Delivery, letting schedule and in-depth reviews as requested. Maintain knowledge of the SAP system to ensure contract compliance and timely invoice processing. Notify the purchaser as to why and how an appraiser would need entered into CRP if necessary after consultation with the District Right-of-Way Administrator.

Maintain Continuing Education for re-certification of self and staff and maintain at all times a General Real Estate Appraisers Certification as a condition of employment. Oversee activities of personnel seeking the qualifying experience necessary to obtain the appraiser certifications including reviewing and co-signing their appraisals, as needed.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Supervise an in-house Appraisal Staff. Performs other related duties as required.

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they worked – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

The position requires meeting property owners and discussing/explaining Department appraisal and acquisition procedures, at times, under stressful circumstances. There is considerable travel outside the office including evening meetings.
