Position Purpose:

This Emergency Management Specialist position is responsible for coordination of activities involving development, execution and management of programs and functions of state agencies and county Local Emergency Planning Committees (LEPCs) in the statewide implementation of Pennsylvania's Hazardous Materials Response Team Certification program in accordance with Pennsylvania’s Act 1990-165 (Hazardous Material Emergency Planning and Response Act). Maintains the database of the state-Certified Hazardous Materials Teams for the Pennsylvania Emergency Management Council as required by Pennsylvania Act 165. Follows up to ensure correctness and completeness on all hazardous material response and incident planning data matters. Develops program parameters and provides policy guidance for use by the three PEMA Area office planners and the 67 LEPCs in their development of supporting programs, procedures, required hazardous materials training and off-site emergency response plans; participates in other activities to develop and implement procedures to enhance the preparedness of the Commonwealth, its departments and agencies and political subdivisions to respond to emergencies involving hazardous materials including crude oil by rail (CBR) and other flammable fuels incidents, and thereby to minimize loss of life, injury and property damage. Provides support to Hazardous Materials Division projects as required.

ANALYSIS/DEVELOPMENT

Reviews policies, procedures and guidelines including PEMA Circulars and Directives and coordinates activities of PEMA Headquarters and Area staff in the review, evaluation and certification of the Hazardous Material Teams serving the 67 counties of the Commonwealth.

Manages hazardous materials response (hazmat) team state certification and operational program matters under Act 165. Participates, as necessary, with the State Fire Commissioner Office, PEMA Area Offices, state Department of Health, and state Department of Environmental Protection representatives in exercise observation and inspections of hazmat teams for state certification and re-certification.

As assigned, develops and implements procedures and programs to facilitate the preparation of plans by LEPCs to provide for protection of the public from accidents involving hazardous materials including crude oil by rail (CBR) and other flammable fuels; and in conjunction with area office planners, reviews and evaluates the efficacy of SARA facilities offsite emergency response plans prepared by the LEPCs.

Assists in the review of policy, relevant guidance and directives, reviews all reports of hazmat incidents, ensuring follow-up reporting and subsequent actions.

Assists enforcement efforts and prepares recommendations to the Hazardous Materials Division Planning Administrator for the Pennsylvania Emergency Management Council’s action on enforcement matters.
Also monitors and reports on hazmat team incident response coverage and hazmat incident trends.

Provides technical planning and exercise program assistance to emergency management planners and staffs involved with emergency management planning for county LEPCs and other agencies.

Prepares, maintains, and updates hazardous materials training standards in coordination with the Pennsylvania State Fire Academy in accordance with national standards and federal regulations.

Assists with the development of program policies and guidance in coordination with the PEMA Bureau of Administration on activities of PEMA headquarters and area office staff in review and evaluation of State Hazardous Material Response Fund (HMRF) Match Grant applications/grants.

Assists and provides input with regard to the Oil and Hazardous Materials incident specific plan to the State Emergency Operations Plan (EOP) and county EOP template.

Provides assistance when required to support all Hazardous Materials Division and Bureau of technological Hazards efforts even when outside the normal scope of his position in order to provide support to any and all bureau and division missions and supported efforts.

INTERNAL/EXTERNAL RELATIONS

Maintains liaison with agencies and county government officials responsible for emergency planning, training and exercising of Hazardous Materials plans. Ensures current information is maintained concerning the status of plans and associated training and exercise programs within assigned area of responsibility.

Provides presentations at meetings of legislative groups, county commissioners, business/industry organizations, LEPCs, training meetings for county emergency management directors and coordinators and their principal deputies and at other functions as necessary and as assigned.

Provides program guidance to the counties of the Commonwealth in implementation of SARA Title III and Act 165 elements.

AUDITING

Assists PEMA headquarters and Area office staff with the conduct of frequent, periodic assistance and outreach visits to LEPCs to assure consistent program implementation and adherence to directives and agency procedural guidance.

Participates in the development and conduct of training programs and guidance regarding SARA Title III, Act 165 and the Clean Air Act Risk Management matters.

As directed, develops and prepares required HMEP grant program federal applications, reports and correspondence in cooperation with the Bureau of Administration. Monitors county progress.

Participates in tests, exercises and drills involving hazardous material incidents in counties, analyzes training performance and evaluation reports, and makes recommendations for improvement to the Hazardous Materials Division Planning Administrator.

Coordinates continuing development of the SARA/Act 165 computerized database in conjunction with PEMA bureaus, Area Offices and with the Department of Labor and
Industry Bureau of PENNSAFE.

Prepares PEMA and PEMC correspondence on SARA Title III/Act 165/hazardous materials matters. Initiates and prepares replies, through the Planning Supervisor, for Director, Bureau of Plans, or PEMA Director’s signature to correspondence relating to assigned plans, training, education, public information outreach and exercise responsibilities.

Assists with the development of information for the Annual Report to the General Assembly on Act 165 activities.

Provides the state chemical program management component with agency counter-terrorism program activities. Also provides for proposals and implementation of Federal hazardous materials program grants from the U.S. Environmental Protection Agency and the U.S Department of Transportation in coordination with the Bureau of Administration.

Assists with providing hazardous materials training and operating training props to enhance first responder training across the Commonwealth.

Attends meetings throughout the Commonwealth to represent the agency and develops reports to inform management of the Bureau of Technological Hazards regarding issues discussed or action items for the agency.

Assists with the certification and re-certification of hazardous materials response teams across the state in accordance with agency policies and procedures.

Transports various training props and tows trailers containing hazardous materials training equipment across the Commonwealth to support the Bureau of Technological Hazards hazardous materials training programs and hazardous materials response team exercises.

MISCELLANEOUS

Attends seminars, conferences and other functions involving SARA Title III, Act 165 and the Clean Air Act Risk Management programs.

Provides technical information and assistance to the Hazardous Materials Planning Administrator and PEMA Press Secretary in the development of news releases, briefings, and other media activities relative to hazardous materials emergency plans, programs, nuclear power plant events, activities and response measures, on an as-required basis as well as during exercises and actual emergencies.

Responsible for completing mandatory FEMA Independent Study Courses as requested.

Employees in this position need to have completed training as a hazardous materials technician in accordance with OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) standards 1910.120 or Environmental Protection Agency (EPA) 40 CFR.

Performs other related duties as assigned.

NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour
shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

EMERGENCY ASSIGNMENT

This employee is an Essential Worker.

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-today routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.

This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.

Operate a motor vehicle to travel to various field sites and emergency/disaster locations.
