Position Purpose:

The CFMM III functions as a staff member in the Department of Corrections, Bureau of Operations. This position is a combination of facility maintenance and construction consultant with an emphasis on both construction management and technical assistance in physical plant

An employee in this position will provide technical and administrative assistance in the design and construction of projects, support, maintenance and renovation projects within the Department of Corrections and support DOC interests in DGS managed projects. The individual will attend job conferences, review project status and inspect site work for adherence to DOC policy, facility resources and contract documents. As part of this role, this person will provide technical, administrative and construction management support to facility maintenance managers and institutional Executive Staff.

This position serves as a member of the Department’s Continuity of Government Relocation Team. In the event that the essential functions of Central Office must be temporarily relocated to a field location, due to an emergency, this position will participate on the Relocation Team and perform all duties as directed by the team leader

Description of Duties:

The job content for the CFMM III is extremely broad and covers many duties, while not officially identified, associates with the preservation of programs and operations continuity at the facilities.

The job will require frequent travel with annual visits to all Department of Corrections facilities. This may include overnight stays as dictated by each institution’s needs and related construction.

1. When required, this person advises lower-level management staff in the implementation of all building, electrical, plumbing and mechanical maintenance & repair; provides guidance to maintenance personnel; provides support in demolition and/or removal of hazardous materials; reviews work for adherence to construction documents, technical trade’s standards, codes and policy.

3. Major Construction projects activities to include:
- Participation in preliminary planning.
- Develop budgetary estimates for agency pr JOC projects.
- Review and comment on design documents preceding construction with respect to policy,
facility resources, sequencing and continuity of operations and programs.
- Coordinate resources and oversee contractor activities on projects throughout the
construction processes.
- Coordinate, monitor and support activities of outside contractors as a representative of
the facility.
- Have a working knowledge of Labor & Industry Construction Codes as they apply to
construction and institutional operations.
- Perform inspections to determine the degree of reliability of the project operating
equipment and dependability of all aspects of the project.
- Communicate and inform technical staff of current status and developments related to
facility operations, infrastructure and projects
- Represent the Department in the planning and review process, attending design meetings
and construction conferences held with design professionals, contractors, and
inspectors. Perform progress inspections to determine completeness and conformance of
the project to contract documents, verifying work to ensure it adheres to construction
standards, and advising on whether a construction project is accepted as complete by the
Department of Corrections.

4. Project Management of Guaranteed Energy Savings Act (GESA) projects.
- Participate in development and review of proposed scope of work.
- Participate in and support proposal review process).
- Assist facility in manage the project construction.
- Audit the measurement and verification process to verify guaranteed payback values are
met.

5. Explore energy saving initiatives through utility rebates.

6. Develop and implement DOC maintenance policy to ensure:
- The infrastructure of every institution remains safe and secure.
- Institutions are meeting all policies, codes and regulations.

7. This position includes work in the areas of plant maintenance, energy conservation, and building modifications to increase functional use with major emphasis in building construction management. To include:
- Reviewing project requests prepared by the institutions and assisting in the
determination of the method of design and source of labor for construction.
- Reviewing and making recommendations from the monthly construction progress reports
submitted by the institutions’ Corrections Facility Maintenance Managers.

8. Assist in developing training programs that provides technical education and training
of the institution’s Corrections Facility Maintenance Managers as it relates to the
Corrections environment.

9. Assist in the coordination of Bureau staff work assignments to support the Corrections
Facility Maintenance Managers.

10. Attend and participate in conferences and seminars with state and private industry
engineers and building materials and equipment suppliers.

11. Assist in the periodic inspections of all Department owned Utility Plants including
heating, cooling, water, sewage and electrical plants. The inspection goals are to
increase operating efficiency, obtain optimum maintenance and equipment usage, and
confirm that Department policies and directives are being followed and met. Performs
require scheduled inspections at all SCI facilities in order to maintain compliance with
ACA standards and provides recommendations on findings to bring facility back to into
compliance.

12. Prepare advisory reports for the Director of the Bureau of Operations.


13. Assist the Director and Division Chiefs in providing training and information for
personnel within the Bureau of Operations to allow them to utilize and understand the
information compiled within the Bureau.

The job duties will change as projects dictate, therefore the Bureau Director will assign all work on a daily, weekly, or monthly basis depending on the scope and size of the various projects as well as all other related duties. Calculations and results for each project will be discussed and reviewed for its merit, feasibility and cost with the Bureau Director prior to approval.

Experience:

One year of experience as a Facility Maintenance Manager 2; OR Two years as a Facility Maintenance Manager 1; OR Three years of experience as a Utilities Supervisor; OR Seven years of experience in the construction, maintenance and repair of buildings; or the operation, maintenance and repair of utility services equipment. Either must include three years in a managerial or supervisory capacity; OR Any equivalent combination of experience and training as determined by DOC.
