Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is advanced Equal Employment Opportunity (EEO) work to include counseling individuals on the provisions of EEO laws, policies, and procedures; developing and providing training; and implementing EEO policies and procedures at the Department of Corrections (DOC), Pennsylvania Parole Board (PB), Sex Offenders Assessment Board (SOAB) and Pennsylvania Commission on Crime and Delinquency (PCCD).


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Independently develops investigative plans and investigates EEO complaints involving unique, complex and/or highly sensitive issues.

Interviews Complainants, Respondents and witnesses.

Draft witness statements for interviewee’s signature.

Drafts data and document requests.

Analyzes evidence, including but not limited to, emails, witness statements, personnel files, discipline records, hiring packets, social media and video evidence.

Conducts sexual harassment trainings for cadets.

Prepares detailed and well written investigative reports.

Interpret union contracts in conjunction with human resource policies.

Counsel employees, applicants for employment and visitors concerning provisions of state equal employment opportunity programs and directives and discrimination laws; and personnel actions and work environment issues in relation to equal employment opportunity.

Consults with legal to discuss pending discrimination litigation.

Testifies at arbitrations and legal proceedings involving discrimination allegation.

Assists at grievance hearings.

Testifies at Pre-Disciplinary Conferences.

Maintains case activity in the case record management system.

Travels as required.

Performs other duties as required.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

This position independently conducts interviews; prepares and submits requests for data and documentation; and drafts correspondence to complainants, respondents, witnesses, and human resources staff.

Investigative findings, resolution agreements, and other reports are developed for supervisory review.
