Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position performs human resource work for the Department of Corrections Human Resource Office to assist in labor relations duties for ERM’s at SCI Cambridge Springs (CBS) and Albion (ALB), and SCI-Mercer (MER), as needed. This position is located at SCI Mercer. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. EMPLOYEE RELATIONS: Provides support to facility Employee Relations Managers (ERM’s) at SCI Mercer, SCI Cambridge Springs and SCI Albion to include review of incident investigative material to assist supervisor/investigator in development of pre-disciplinary conference (PDC) charges; gathers and analyzes information from reports, statements, and other necessary documentation, makes recommendation of appropriate course of action to ERM’s. Researches and prepares preliminary grievance response for ERM review. Participates in labor management meetings as required. Assists in preparing grievance packets for presentation at first step grievance hearing; prepares a variety of employee correspondence (PDC notice, benefits exhaustion letter, discipline letter, etc.) relevant to labor relations activity at all three institutions at direction of FHRO or ERM. Assists in gathering investigative info, PDC documentation as well as conducting PDCs and composing and issuing discipline letters as recommended by facility manager. Conducts research of policy/procedure, past practice, arbitration history, and other related information to facilitate disciplinary actions at direction of FHRO or ERM. STATE EMPLOYEE ASSISTANCE PROGRAM (SEAP): Serves as the on-site SEAP Coordinator for SCI Mercer. Provides guidance to staff for SEAP related requests, absences, and requirements. Monitors employee compliance with mandated program participation, and schedules random screenings as necessary. WORKER'S COMPENSATION LIASION: Reviews workers’ compensation and heart & lung claims for completeness and accuracy and assures timely entry into the system. Functions as the liaison between SCI Mercer and the Worker’s Compensation Coordinator. Informs and updates employee’s supervisor, the Field Human Resource Officer and the Superintendent of employees’ injuries and disabilities. Attends Worker’s Compensation and H&L hearings; testifies regarding policy and procedures and the facts concerning the case; corresponds with the Workers Compensation Coordinator, attorneys and BHR staff. Consults the FHRO in regard to specific cases or special circumstances. PLACEMENT AND COMPLEMENT CONTROL: Participates in recruitment, placement, and filling of all vacant, approved positions for SCI Mercer. Involved in tracking institutional complement decisions for what jobs to request approval to fill under the established cap and submits RTF PARs through the ePAR system in conjunction with approvals. Tracks and provides data for SCI Mercer complement-related reporting - weekly for Administrative Staff Meeting, biweekly (nurse recruitment), complement budget projections (monthly), quarterly reporting (DOC inspections), and annual reporting requirements (EEO plan).
