Position Purpose:

Performs education guidance counselor duties, thus attaining the goal of providing adequate academic programming which best serves each inmate.

Orients new inmates with regards to educational requirements and available programming. Interviews and counsels inmates to determine educational objectives, career development, post educational goals, or higher educational goals. Assists inmates in resume writing, mock interviews, and job search efforts prior to reentry into the community.

Administers, scores, and interprets tests to determine appropriate program assignment. Makes recommendations for academic, vocational, and/or specialized class placement. Verifies the completion of all mandated educational requirements. Reviews inmate progress and performance and addresses any issues. Recommends approval and/or disapproval of requests to remove inmate students from enrolled classes due to attendance issues, behavioral issues, etc.

Coordinates efforts with all educational staff to prescribe a sound educational plan for each inmate student. Develops and revises educational program rosters and distributes to appropriate staff. Monitors attendance and enrollment in classes. Establishes and maintains individual educational records in accordance with departmental policies and procedures, state and federal regulations, as well as, ACA standards. Participates with the coordination and implementation of graduation ceremonies.

Attends and/or participates in staff meetings, conferences, workshops, and committees.

Submits purchase requests for educational supplies and materials. Provides justification for requests for specialized items.

Serves as an alternate test proctor.

Performs other related duties as assigned.

ESSENTIAL FUNCTIONS:
1. Exercise therapeutic care, custody, and control over inmates
2. Counsel and guide inmates in the participation of educational and training programs
3. Maintain an active Educational Specialist 1 or 2 certification issued by the PA Department of Education in accordance with assigned work
4. Be mobile over all types of physical surfaces and levels
5. Spend prolonged periods of time standing or walking
6. Maintain regular and reliable attendance
7. Operate basic office equipment
8. Effectively communicate verbally and in writing
9. Establish and maintain effective working relationships
10. Visually observe inmates’ activities
11. Attend and participate in all mandatory training and/or testing
12. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet)
13. Work overtime in compliance with provisions of the Collective Bargaining Agreement
14. Travel as required

Decision Making:

Performs primary decision making functions relating to student testing and placement. Consults with the School Principal on student progress and adjustment issues.
